The Councilor for Finance and Contracting reiterates that it is a "virtual debt" because "the City Council in no case has to take charge of the payment."
This is an imputation of debt for the purposes of national accounting, which will have no impact on municipal accounts.
The indebtedness of the tram "in no case will cost not a euro to Murcia."
The Councilor for Finance and Contracting, Eduardo Martínez-Oliva, has reiterated today that the indebtedness of the concessionaire of the tram as municipal debt 'has only effects of national accounting, so in reality, it is a "virtual debt" that Does not correspond to the Town Hall '.
The imputation of the debt to the municipal coffers has occurred unilaterally and has already been appealed by the City Council before the General Intervention of the State Administration (IGAE), the Independent Fiscal Responsibility Authority (AIReF) and the Bank of Spain, based on technical reports from both the Legal Department and the Municipal Intervention.
The head of the Treasury wanted to make it clear that "Murcia will not pay a cent of this investment," since the concessionaire will do so because the contract is signed that was signed 8 years ago.
It is a question of national accounting which, therefore, will have no impact on public accounts.
It will only be necessary to approve a Financial Economic Plan, which is already being prepared by the Department of Finance, but will not imply any restrictive measures, nor will it have an effect on the City's liquidity, investments, payment to suppliers or loans that it is expected to request in the Draft budgets.
The Economic and Financial Plan places Murcia in the same situation as other major Spanish cities, such as Madrid, Barcelona, Zaragoza, Seville, Malaga, Palma de Mallorca or Las Palmas.
"The City Council is doing economic and financial management recognized by all, financial institutions and AIREF itself, which ratifies this in its report," said Martínez-Oliva, who also said that "we are going to end the year Complying with the expenditure rule and stability objectives and this is recognized by the Bank of Spain itself. '
Finally, the head of the Treasury has clarified that this imputation of indebtedness has no relationship with Aeromur or the City of Zaragoza - who is a partner of the concessionaire company of the tram in his city.
