Alicia Morales points out that "since 2007, there has been an exponential decrease both in the number of meetings that budgeted for official subsidy calls and in the total amount of subsidies" and stresses the importance of "reversing these figures"
NOW MURCIA has begun to take to the municipal boards in which it has representation two motions that pretend to ensure the transparency in the expenses of said meetings and to impel the subsidies to groups and associations.
The spokeswoman for the municipal training, Alicia Morales, explains that this is an initiative that has started from the vowels of Now Murcia, with the common idea "to fight against certain bad practices in the use of public money that have been consolidated in the Last years in the meetings of our municipality ".
To advance in this line, these motions have been created, which seek to "promote transparency and good management of public money, active publicity about expenses and the promotion of the participation and involvement of neighbors and organized civil society in The construction of initiatives to improve neighborhoods and districts. "
The first of the motions, in particular, proposes that the list of expenses committed in the boards, with indication of amount, object and supplier, be published on board boards.
In the first half of the month the expenses committed the previous month would be posted on the bulletin boards, and the information will also be disseminated through web or social networks.
"In this way, the neighbors will know what is being spent on the money that belongs to everyone," says Morales, who adds that "it is important to give citizens an example" and emphasizes the fact that "some neighbors do not have Digital media and the Internet, while others do not know how to use them, so it is essential that the information is easily accessible to all. In order to be accountable to our neighbors, we must take advantage of all means available to us.
The second motion calls for the budget allocation of the grants chapter at the meetings.
The councilor of Now Murcia stresses that it is "fundamental that the support provided to organized civil society (collectives, associations ...) by the municipal boards are carried out in accordance with the principles of publicity, concurrence, transparency, objectivity, equality and Non-discrimination, as well as effectively in meeting the objectives and efficiency in the allocation and use of public resources, all as required by current regulations. "
The motion establishes that the process of implementation of this procedure must be accompanied, as has already been done in some municipal meetings, informative meetings and training sessions to explain the procedures and documents to be filled, convening all groups and associations with headquarters or Projects march in the district or district.
Morales points out that "since 2007 there has been an exponential decrease both in the number of meetings that budgeted calls for official subsidies and in the total amount of these, while in 2007 a total of 60 meetings accessed 962,617 euros of subsidies , There were only 19 meetings and 192,000 euros in 2016. The amount of these subsidies granted at the meetings has been below 200,000 euros since 2011. "
Faced with these "alarming" figures, the mayor emphasizes the importance of the municipal councils "to encourage citizen participation and the involvement of neighbors in the initiatives of the neighborhood or hamlet. Groups and associations, always with the principles of transparency, objectivity and equality, and with clear and public criteria and scales. We believe that from the Town Hall and from the meetings it should be facilitated that the groups present projects to obtain subsidies, and that these are not Grant arbitrarily or according to the wishes of the pedáneo of turn.
