Councilor for Development, Roque Ortiz, held this morning a meeting with representatives of the different political groups, the dean of the College of Architects, Rafael Pardo, and municipal technician to deal with the rehabilitation project of the Old Prison.

Ortiz explained that "as we agreed in plenary session, we held this meeting to explain all the bases of the contest, answer any doubts that may arise and agree on possible suggestions with the technicians of the City Council."
The councilor has indicated that "the 45-day deadline is now open so that architects can resolve any issues that may arise and will then have a two-month deadline to submit their projects. The proposals of preliminary project of rehabilitation of the Old Prison ".
"This meeting seeks to give greater transparency and participation to the rehabilitation project of the Old Prison, because we want this initiative to be the result of consensus and agreement among as many groups as possible," said Ortiz.
The councilman has pointed out that "it is a great satisfaction for the Government Team that a project of this magnitude will go ahead with the social consensus that will make it possible to recover this space for Murcia"
The purpose of the competition is to select a winner for the first stage project, which has the relevant funding and provides for the allocation of social and cultural uses, as well as taking into account a space to pay homage to the Historical Memory .
The proposals will have to include solutions of integral rehabilitation, options of possible uses to be implemented in the different spaces, urban integration, accesses, permeability, treatment of adjacent gardens, as well as any other similar aspects that will result in the recovery of the space to be treated as Urban, tourist and cultural reference.
The competition will select, at most, three proposals of preliminary draft, being able to designate the jury to one of them like winner.
The maximum bidding budget will be 2.1 million euros for Phase 1 - already financed - and 4 million euros for Phase 2.
The deadline for the submission of bids is two months from its publication in the BOE, once the clarifications that may arise are resolved.
The decision of the jury must take place within one month from the date of the first meeting and will be based on the following criteria:
1. Architectural solution and comprehensive rehabilitation proposed.
2. Urban integration, access and permeability of the building.
3. Economic and environmental sustainability of the building.
4. Treatment of adjacent gardens and open spaces.
5. Proposal of possible uses to be implemented in the different spaces of the building
6. Rigor and budget economics of the proposal
The proposals presented must differentiate between two phases:
- Phase 1, corresponding to the head or main access building, whose structural and functional configuration may be independent.
The rehabilitation of this building can be undertaken independently and in advance to Phase 2 and it may propose additional and complementary uses to the main equipment, social, cultural or recreational for the stay and enjoyment of the complex by citizens and related As well as spaces for the use of exhibitions, receptions, conferences or the like and a space for administrative use that can serve as a municipal office or for bureaucratic and operational management of the future complex.
- Phase 2, corresponding to the rest of the building, in which the participants will have more freedom when it comes to proposing the possible uses to be implemented, always linked and within the framework of those admitted in the urban planning regulations, as municipal equipment.
In this phase, consideration should be given to reserving a reference space for the City of Murcia to pay tribute to the Historical Memory of the building and those who suffered deprivation of liberty for political or opinion reasons.
It is considered municipal requirements that the uses to be implemented involve activities for any age group and time zone;
Which may be used for museum and auditorium purposes;
And that the resulting building gains transparency and enjoys sufficient natural luminosity.
