The Social Inclusion Network promotes a plan to reduce begging and improve the lives of those who exercise it (25/04/2017)

The document includes the creation of a map of its exercise and the realization of an individualized social intervention project, adapted to the different modalities and causes.

So far, a hundred points have been identified where begging is practiced and the intervention has begun with 52 people.

The Network has agreed to create two working groups: for the elaboration of a local strategy for the homeless and for the design of an awareness campaign on the exercise of begging.

The Councilor for Social Rights, Conchita Ruiz, presented this morning together with members of the Social Inclusion Network, the intervention project with people begging in the municipality of Murcia whose objective is to deepen the knowledge of this practice and The people who exercise it and promote the actions that need to be developed in order to reduce them and improve the living conditions of the people who practice it.

This plan is conceived with four specific objectives:

- Preparation of the map of begging

- Individualized social intervention project

- Protocols adapted to the various forms of begging

- Awareness campaigns

Councilor Conchita Ruiz explained that "our intention is that, just as in Murcia, child begging or child begging has been abolished, our goal now is to bring about the progressive incorporation of some of the working people into training programs or Social resources that allow an improvement in their living conditions and the renunciation of said exercise. "

For the purposes of this project, it is considered an exercise of begging the request to third parties, both on the public highway and in homes or establishments of any type (supermarkets, churches, establishments, etc.), or by express request for money ( By voice or by other means) or by other formulas (guardacoches, sale of handkerchiefs, etc.).

As a starting point, a map of the begging exercise is being drawn up in the municipality in which the zones and the various typologies of this activity are recorded.

With the data currently available by the Mobile Emergency Social Care Service (SEMAS), the usual points of exercise of begging will be identified - up to now, a hundred sites have been identified and 52 people have begun to intervene - The most frequently used itineraries, time slots and begging modality.

Semi-annual reports

Meanwhile, the Local Police, professionals of the municipal social services and third sector entities will complete the map incorporating the new information that is registered to keep it up to date.

To this end, a report will be prepared every six months on the significant changes observed.

Next, the SEMAS will identify in each one of the points and itineraries of the people who practice begging, to which typology it corresponds and the underlying causes.

The map will be completed with the elaboration of an action plan by zones, defining routes of the SEMAS at different times, variables with the times of the year or the celebration of events or festivities (fair, parties of pedanias, etc.) in coordination with Police Local and with the teams of third sector entities working on public roads.

Secondly, the plan will make it possible to determine the situation of beggars in the municipality and to draw up an Individualized Social Intervention Project in each case, adequate to the different modalities and causes of the begging exercise detected.

After the identification of each person, it will proceed to verify the existence of previous actions or, in its absence, to the opening of the corresponding file in the Information System of Users of Social Services to, from that moment, work on the identification Of the problem and inform him about the resources and social benefits.

The Social Intervention Project will specify the objectives to be achieved, the work plan and the precise resources.

Different modalities and causes

On the other hand, a protocol of intervention appropriate to the different modalities and causes of the exercise of begging identified will be designed, taking into account each of the varieties and causes of exercise, indicating both the professional actions that must be developed and the order of the same And its intensity, whether it be begging of adults, with or of minors.

This plan is complemented by campaigns to sensitize the population, in collaboration with the third sector, to disseminate the resources of the social services system for the care of beggars, directing their donations to these resources .

The Network for Social Inclusion, at the proposal of the Municipal Service of Social Services, will determine the campaigns to be developed, the contents to be transmitted, the way of dissemination and the most appropriate timetable.

Final evaluation

The indicators for the evaluation of the project will be the following:

- Number of begging exercise points identified and geographical distribution

- Persons identified in the exercise of begging, sex, age, nationality and place of habitual residence

- Modality of begging exercised.

- Persons who state that they have suffered some type of action related to aporaphobia

- Projects of individual or family social intervention elaborated.

- Percentage of social intervention projects drawn up on the total number of people identified

- Mean time between the identification of the cases and the elaboration of the Intervention Project

- Applied Resources

- Number of people leaving the begging exercise.

- Awareness campaigns implemented

- Media impact of the actions carried out.

Support resources

The City Council allocates € 849,381 from its budget, with the collaboration of associations in the field of exclusion, to guarantee the necessary support resources for housing, food, coverage of basic needs and support and support for the realization of other activities.

These funds are distributed between Jesús Abandonado (€ 504,881), Cáritas Diocesana (€ 225,000), Traperos de Emmaus (€ 50,000), RAIS Foundation (€ 30,000), Murcian NERI Association for immigrants (€ 27,500) and Manuel María Vicuña Foundation 12,000 €).

In addition, the Department of Social Rights works in coordination with other entities to promote incorporation into training actions and employment programs financed by the IMAS or charged to various European projects or for the treatment of various dependencies or health problems (CEPAIM, La Huertecica, Manos Unidas, Fundación Diagrama, etc.)
