The councilman of Cambiemos murcia Nacho Tornel has submitted a motion to the plenary session this Thursday requesting the creation of a working group for the drafting of a normative text intended to regulate the temporary assignment of buildings, premises and municipal facilities to citizen associations And non-profit entities.
This proposal was born after the municipal training discovered that the City Council ceded to the Junta de Hacendados a local in 1991, for a term of three years, without it being possible to regularize the assignment of use after that temporary period.
Tornel explained that, since there is no municipal ordinance to regulate this type of assignments for use by the associative movement, the Consistory resorts to the figure of the agreement or, directly, to an agreement of the Governing Board.
"This leaves in the air the guarantee of equality of opportunity in the access to public goods," said the mayor, who also recalled that the absence of a normative text has given rise, "and not rarely" , To carry out "opaque assignments of use and little or nothing argued".
Most municipalities in the country do have an own ordinance to provide non-profit social entities with a place or space where they can carry out activities and carry out their meetings.
Tornel has considered that this ordinance must be accompanied by a mechanism for evaluating the social profitability obtained by the use of each place, in a way that makes possible the optimization of these resources, thus avoiding situations of underutilization or the inadequate use of scarce Public character.
Passivity of the City Hall
Let us change Murcia has recalled that in 2012 the Governing Board agreed that all associations assigning municipal premises to meet the costs of electricity and water because until then the City Council did not require this part, which, however, is regulated by a Royal Decree 1986.
The training reported a few weeks ago that the Board of Ranchers ignored this agreement, which prompted the Consistory required the data to pass the receipts of basic services.
Until December of that year the Board did not respond to the notice.
This circumstance highlights, Tornel argued, the "passivity" of the government team, which "has used public goods as if they were their own, ceding them with their particular criteria to earn points before certain organizations."
