The City has 420,000 euros to cover this expense, which last year received 275 families, to which should be added funds from the Department of Social Rights to finance municipal financial assistance to meet social needs
The Committee on Employment, Social Rights, Education and Culture has given the green light to a modification in the Municipal Ordinance Regulating Economic Benefits in Housing to Access in Lease Scheme by Family Units in a situation of Special Need.
The purpose that has been pursued with the changes introduced is to facilitate the procedures so that vulnerable groups and families can access a home.
The standard, which was approved in 2013 and since then has become an effective tool for granting this aid, is now subject to some modifications, which must be approved by the Plenary, to improve four key aspects:
- Simplification of the administrative procedure
- Unbinding the municipal housing application and the economic benefit for the lease in the free market to family units
- Expansion of preferential groups so that the most vulnerable families can access the benefit
- Distribution of the benefit, by limiting the amount of the monthly rent
To this end, the new ordinance renews four articles:
- Beneficiaries: the need to be discharged from the Register of Housing Claimants is dissociated so that the rent alternative is sufficient and to reduce the administrative procedure
- Preferential collectives: extended to reach the most vulnerable groups: disabled, large families, victims of terrorism and families with income equal to or less than 1 of the IPREM
- Typology and amount of the benefit: it is necessary to limit the amount eligible for the benefit in relation to the monthly lease rent (maximum 450 € / month) in order to achieve a better distribution of the funds allocated to this type of aid And are more equitable for all beneficiaries
- Presentation of the request and deadline: the deadline is modified for reasons of efficiency and administrative agility, establishing six months from the publication in the BORM and reserves 10% of the budget for alleged and exceptional events
The amount managed by the Department of Education, Relations with Universities and Heritage, directed by Rafael Gómez Carrasco, to help these families in 2017 is 420,000 euros.
During the past year, 275 families benefited from this measure, with which the City Council offers assistance to the population sectors with a low income level that makes it impossible to access the property.
Soon there will be a deadline for the presentation of aid to the rent, and will have to fulfill among others the following requirements:
- Annual income of the unit of coexistence between 0.5 and 2.5 of the IPREM.
- Be registered in the municipality of Murcia during the two years prior to the date of the application (except victims of gender violence).
- The annual rent of the rented dwelling must exceed 25 percent of the annual income of the coexistence unit.
Aid by Social Rights
On the other hand, to these aids, they add the corresponding ones to the Council of Social Rights, denominated 'Municipal Economic Aid for the Attention of Social Needs', that during 2016 737 were granted with an amount of 585.312 euros.
They cover basic food, special diets, rent, repair or adaptation of the usual housing, acquisition of basic equipment, electric energy consumption, water, acquisition and repair of spectacles, orthopedics and prosthetics, complementary technical aids and others of urgent and serious necessity .
