The Board of Governors this morning approved the awarding of two projects related to the San Esteban field: the drafting of the Master Plan and the pedestrian conditioning of the environment.
The award of the service of renewal of conservation and protection measures for archaeological remains is pending a report from the Directorate General of Cultural Property, an essential requirement to proceed with its award.
This new step, after nearly 16 months of continuous work by the Government Team, will allow the pedestrian conditioning works of the area to begin next March, ending before the next summer.
The works that will allow the pedestrian conditioning of the surroundings of the San Esteban deposit will begin with the removal of existing screens today so that, from the outset, pedestrians can perceive a wide view of the area.
Subsequently will proceed to the construction of 900 square meters of new sidewalks of 2, 20 meters wide in the street Portico of San Antonio and Jeronimo de Roda and the rehabilitation and opening of another 1,600 square meters of pedestrian zones in the perimeter of the Palace .
This way, a continuation of the existing sidewalk will be executed in the Callejón Burruezo until the intersection with the street Jerónimo de Roda, with the same characteristics, type of pavements and tonalities that exist in the recently reformed section of the Callejón, included between the Church of San Miguel and the archaeological site of San Esteban.
Greater and better lighting
Finally a steel railing of 1.10 meters will be installed, set back 1 meter from the head of slope of the excavation, in a way that allows the visibility of the deposit, thus opening the space to anyone who crosses the area.
The performance in the environment is complemented by a comprehensive renovation of the lighting system, which will provide greater power and, at the same time, a lower consumption than the current one.
Specifically, the actions foreseen in the lighting of the perimeter of the deposit consist of:
- In the surrounding streets, between Acisclo Díaz and Burruezo, the installation of public lighting will be maintained, changing in the luminaires the ignition equipment and the existing lamp by another one of Metal Halide, in order to unify the lighting systems and improve The chromatic reproduction index.
- In the pedestrian zone located between the site and the Palacio de San Esteban will repair and paint the existing columns of 4 meters, replacing existing luminaires with other 47 W LEDs.
- In line with the railing that is to be installed a LED strip embedded in the floor to a depth of 6 cm and with a width of 2.5 cm, RGB type (programmable color), 24 V and 12 W per meter.
The electric power at the end of the performance will be 11,000 w (compared to the current, 7,380 w), with an annual energy consumption of just over 29,000 kwh, which is a reduction of 6.76% over current consumption .
Acisclo Díaz and Portillo de San Antonio streets will be equipped with a special area to install different information elements that will be renewed and thanks to which Murcia can know on the spot the evolution of the works.
The works, in which the Department of Development will invest 172,785 euros, will be made by the company Hydraulics and Fraguados Oyco within two months.
Coordination and follow-up
On the other hand, the drafting of the San Esteban Joint Master Plan in which the San Esteban TPP will work for the next nine months, for the amount of 158,994 euros, will begin immediately.
A Coordination and Monitoring Commission, composed of municipal technicians and the General Directorate of Culture, will be in charge of studying the concretion and progress of the work that will begin by determining the generic areas of action, taking data and carrying out the inventory and cataloging of the elements.
In this way, we will analyze and propose viable solutions for the recovery of the space for public use in the garden of San Esteban and at the same time the archaeological zone is valued.
These two axes will be achieved by striving for an adequate integration of the space to be treated with the Palacio de San Esteban and the adjacent church and with the urban environment, while at the same time pursuing these objectives with the maximum degree of participation and transparency.
To this end, the UTE must define and communicate, in the shortest time possible to the Coordination and Monitoring Committee, a schedule and work schedule.
Cultural and social value
The master plan will have a multidisciplinary content and will address actions of social and neighborhood integration, tourism promotion, cultural, trade, leisure, furniture and urban enjoyment, areas of possible pedestrianization, recovery and environmental regeneration, cleaning and waste collection.
Although the basic area of ​​action will include the archaeological site, the church and the palace of San Esteban, the effective area will be defined by the plan itself, which will make proposals on the immediate and influential urban environment.
The objectives that are proposed are the study, analysis and definition of the actions to be developed within the scope defined for:
- The conservation of the archaeological remains and the architectural heritage in a way compatible with the recovery and public use of the urban space of the "Garden of San Esteban".
- Propose possible constructive solutions that could be a "landmark" or pole of tourism-cultural attraction, emblem of the renewed aspect of the future public space.
- The public use through its cultural and social value, making it compatible with informative, educational and tourism promotion.
- Analysis and proposal of actions in function of its tourist interest, commercial, leisure, traffic and pedestrian, zones of shade, environmental treatment, etc.
- Establish a prioritized program of actions.
The document will establish eight lines of action that enhance research and archaeological conservation, together with the public and citizen use of the environment, all of this, according to the parameters of rigor and excellence required, in an urban environment of such centrality and importance, as corresponds to A project that is called to be one of the most important to be developed in Murcia in the coming years.
