The Government Team has prepared a proposal for municipal budgets for 2017 open to dialogue and incorporate any modifications that can improve it.
The Councilor for Finance and Contracting, Eduardo Martínez-Oliva, informed the municipal groups when he gave them the document on December 23, urging them "to present initiatives that will improve the public services received by Murcia and Do not represent an imbalance unattainable by the municipal coffers ".
With these premises, "we are ready to incorporate new proposals, based on the existing budget project" because this has been said from the outset.
That is why Martínez-Oliva is surprised by the "criticisms made against a document that is alive and open to dialogue and consensus."
In particular, the council emphasizes the "recurrent theme of 8%, regarding which does not seem to want to meet the arguments repeatedly given":
- The judgment of the TSJ is not final, since it is appealed before the Supreme Court, which has admitted it to proceed
Article 40 of the Regulation on Citizen Participation and Districts provides: "The minimum percentage of budgetary resources of the Corporation that must be managed by the districts is set at 8%, according to the established in the municipal budget and in the execution bases.
The execution bases for 2017 will include the following paragraph: "In accordance with what is established in Article 40 of the Regulation of Citizen Participation and Districts, the estimated resources on which the 8% will be applied to finance the districts will be calculated on the totality Of resources, minus those intended to finance chapters 1, 3 and 9 of the budget expenditure statement, in addition to all those resources from finalist funds. "
It is, therefore, the chapters of personnel, debt and interests, since these affect the whole municipality, both neighborhoods and districts.
As for the finalist funds, are those investments that are specified in the budgets, which are made in concrete districts.
This is the case of the football fields of San José de la Vega and Los Ramos, the municipal center of Beniaján or the medical office of Churra, to cite a few examples.
Therefore, "8% of the budget for districts will be applied according to these criteria," concluded Martínez-Oliva.
