The City Council will offer 50,000 more hours of citizen service a year with the entry into force of the new agreement (01/12/2016)

The agreement reached will allow to advance in the modernization of the administration, to improve the productivity of the employees and to increase the quality and efficiency of the public service.

New measures are introduced to promote the reconciliation of work and family life among workers.

The quality tables will analyze each of the municipal services in order to propose improvements that impact on an optimization of resources and a better service for citizens.

The Mayor chaired this morning the constitution of the commission to monitor the agreement, in charge of promoting the implementation of the agreement.

The City of Murcia will reopen in the afternoon in 2017. After a few years in which it was necessary to implement adjustment measures, from January will recover more public services in the afternoon.

This is one of the fundamental effects of the agreement of working conditions and collective agreement of the public employees of the Town Hall 2016-2019 and one of the benefits that the first Murcia will notice, since they will be able to access more municipal resources outside the morning.

Specifically, there will be 154,000 more hours of work per year and up to 50,000 more hours of citizen care per year, especially in those services related directly to Murcia, such as libraries, cultural centers, youth, sports, theaters, squares and markets, Decentralization, social emergency service and, of course, the citizen service department;

To which must be added those dedicated by police and firefighters, within the plan to increase security.

The agreement between the Municipal Corporation and the unions gives the opportunity to weave a stable labor framework that, as a first objective, will increase the productivity of public employees and their training, making it possible for Murcia to have a more efficient, efficient and On the basis that a better trained official will provide a better public service.

In this sense, Councilman Jose Guillén valued before the signatory unions "the effort to reach joint agreements against the convenience of disagreement."

All aspects negotiated in the text will be promoted by a follow-up commission that has been constituted this morning.

The event, chaired by the Mayor, was attended by the Councilor for Modernization of Administration, Urban Quality and Participation, José Guillén, representatives of the staff of the City Council and the signatory trade union formations: CCOO, UGT, CSIF, SPLRM -ATABAM.

The road map that will follow the City in the process of modernization will be based largely on the creation of the Quality and Efficiency Tables, which are responsible for analyzing each of the municipal services in order to propose improvements that impact the quality of Service, in the optimization of resources, the detection of personnel needs, etc.

These tables are part of a Modernization and Optimization Plan that will also include other measures, such as the call for all internal promotion places and all temporary positions of headquarters.

Better training, more productivity, greater efficiency

In addition, public employees who wish to join a new "Special Dedication Reduced" complement, which guarantees economic improvements during the 4 years by carrying out training actions or hours of effective work.

In this way, a better training of the staff will allow, on the one hand, to improve their salary perceptions, within the limitations imposed by the state legislation, and, on the other hand, that Murcia have a service of higher quality and efficiency.

In addition, the agreement allows to improve the conditions of reconciliation of work and family life thanks to the extension of the flexibility period.

Single agreement for the 2,877 public employees

On the other hand, it should be noted that this is the first time that the City Council has agreed a unified text, valid for both staff and staff, which will make it more operational.

Up to now, two documents have always been negotiated: a working conditions agreement for civil servants and a collective agreement for labor workers.

At present, the City has 2,877 public employees, of which just over 1,800 are career civil servants, 400 are temporary and a similar figure corresponds to non-permanent permanent staff.

The rest of the workforce is divided between workforce with training contract, temporary, fixed or discontinuous fixed.

The average age of municipal workers is almost 51 years and have an age that is approaching 18 years.

The vast majority of employees are male (1,829, 63.57%), compared to 1,048 women (36.43%).
