The councilor of Cambiemos Murcia, Margarita Guerrero, has submitted a motion to the next plenary to create a Municipal Commission to study and evaluate the implementation in the municipality of the European Charter for the Safeguarding of Human Rights in the City and the World Charter- Human Rights in the City.
Guerrero explained that municipalities, as the administration closest to the citizens, have the obligation to articulate mechanisms to enforce compliance with Human Rights.
The Charter aims to promote respect, protection and guarantee of fundamental rights and was drawn up in 2000 following a plural dialogue between European cities, representatives of civil society and experts convened following the conference "Cities for Rights Human Rights, "which was organized as part of the 50th anniversary of the Universal Declaration of Human Rights.
Since then, a European conference is held every two years to share the progress made by the signatory cities, more than 400 today.
The Commission for Social Inclusion, Participatory Democracy and Human Rights, within the World Organization of United Cities and Local Governments, produced in 2011 a global municipal human rights charter, the World Charter-Agenda for Human Rights in the City, which Includes an action plan for local governments.
In this sense, the councilor of municipal training has defended the need for Murcia to consider joining two documents that seek to extend the exercise of democratic rights and participation, and safeguard human rights.
