Regarding the proposal made by the Ministry of Health to incorporate the addendum proposed by this body to the current concert regulating clinical practices signed between the University of Murcia and the Murcian Health Service (SMS), the Board of the Faculty of Medicine Of the University of Murcia, as the highest representation body of the members of this, states that:
It rejects the incorporation of this addendum to the concert, considering it unnecessary and redundant according to the generic mention of exceptionality established in Royal Decree 420/2015.
The University of Murcia, in the course of the negotiations of the regulatory concert of clinical practices in medicine, already warned the SMS that the correct interpretation of the channel of exceptionality provided in said Royal Decree only contemplates the use of regional reference services.
In this sense, it was the will of the University of Murcia to include these services in the drafting of the concert, obtaining a negative on the matter by the SMS.
The Faculty of Medicine has made an important organizational effort to continue offering medicine students a practical teaching of quality according to the limitations of their concert and the above-mentioned interpretation of exceptionality, renouncing the teachers of hospitals linked to the UCAM and the possibility of carrying out any practical activity in these centers.
The signing of the concert between the UMU and the SMS was delayed repeatedly with the premise that both this and the agreement of the UCAM were signed simultaneously, and finally the UMU was the only university that would sign in March.
Therefore, we believe that it is not appropriate to modify a concert that has been in force since March and that allows our students of the medical degree to perform their clinical practices within the strictest legality and according to what stipulated in said concert.
In accordance with current regulations, our agreement and the spirit of the negotiations that were carried out for its elaboration, UMU medical students are also performing their clinical practices in hospitals not linked to UMU or The UCAM in the current academic year.
Thus, this Board of Faculty considers it unnecessary to include the addendum proposed to our concert to carry out our practical activity in these hospitals.
This Board of Faculty states that it will articulate all the necessary legal, social and academic mechanisms and measures that it deems appropriate to ensure the fulfillment of the agreement between the SMS and the UMU, as well as in those cases in which the path of The exceptionality described above and that is detrimental to the correct training of our students.
