The Governing Board approved a tax ordinances with a marked social character (20/10/2016)

They include the freezing of all taxes, elimination of copayments and reducing the rate of infant schools, in addition to incorporating a new bonus of 50% for solar orchard, which must be requested before April.

Martinez-Oliva highlighted the process of "negotiation and consensus" carried out between local groups and notes that Murcia will have a tax burden next year below that which existed in 2014.

The social and environmental, and the search for consensus and agreement, it is the characteristics that define the draft amendment to the tax ordinance for 2017 approved today in a special session of the Governing Board.

The new tax table provides for the total abolition of copayments on social services (home assistance, remote assistance and respite care), the price reduction of infant schools to equate them with those prevailing in the facilities of the Autonomous Community and expanding the level of income so that more people can host the zero rate fee garbage.

Another important novelty is the introduction of a quota reduction of property tax for owners of urban plots to keep their crops.

It is a measure included in the Plan of Action of the Huerta, which aims to encourage the maintenance of agricultural activity and the recovery of crops in abandoned plots.

In this case, 300,000 euros will be allocated to reclaim property tax owners to commit to maintaining agricultural activity for at least three years.

They will benefit from a reduction of 50% and the deadline to apply end on March 31.

Moreover, given the positive results for the revival of trade and employment that have resulted from the suppression of the opening rate in 2016, for next year also includes the elimination of the fee for the processing of administrative records change in ownership in the municipal business license.

The proposal moved by Councilman Finance and Employment, Eduardo Martinez-Oliva, to the Governing Board, provides, in general, the freezing of all taxes, fees and charges, so that taxpayers will pay next year the same amount as in 2016.

Reductions for weddings and summer pools

Martinez-Oliva highlighted the process of "negotiation and dialogue" conducted among local groups, which has led to "greater consensus and support" and incorporate new reductions, such as the 50% discount rate civil marriage and domestic partnership registration in case one of them is in a situation of unemployment.

They will also be exempt from paying the installation fee in public bars bars at parties districts.

Similarly, next summer the unemployed will have a reduction of 50% of the public price of the pools, while children when one parent is unemployed, will be exempt.

Councilman Finance explained that has also been studied with other local groups the possibility of holding a bag of 250,000 euros to help pay the IBI families vulnerable.

However, due to the lack of a single criterion regarding the legal possibility of subsidizing a tax, it has been chosen to enable again a game with the same amount in 2017 and studying in depth the legal possibility to implement this measure.

In any case, next year 250,000 euros to increase funding available to help access housing to needy families will go.

Something similar to what happened with the option to modify the regulation of the fords, whose complexity requires having time for study and establish a new scale for 2018.

Fiscal 2014 level pressure

Councilman Hacienda was pleased by the "consensus" reached and that "the contributions made by all will result in a benefit to the most disadvantaged groups".

Similarly, Martinez-Oliva has insisted that the amendments to the tax ordinance put the tax burden below that which existed in 2014, due to freezes, reductions and exemptions from taxes, fees and approved prices.

In the case of IBI, the reduction of 6% of the last two years would be strengthened with the maintenance of the tax rate in 2017.
