Councilman Administration Modernization, Urban Quality and Participation, Jose Guillen, reiterated the readiness of the government team to negotiate "with and without coercion dialogue" with unions to sign the collective agreement of the employees of the City.
However, after more than 30 meetings, the mayor said that "it seems that some are bent on not allowing consensus."

Guillen says his aim is "to reach an agreement as soon as possible.
