Councillor for Public Works, Roque Ortiz, presented this morning to the Board of Spokesmen bases developed in collaboration with the Official College of Architects for holding a contest blueprints for rehabilitation and put into use in the building of the Old Provincial Prison of Murcia.
Thus, through this contest a project that will mean the selection of a project, construction of the first phase which coincides with the building header will be chosen and already has secured financing, as approved by the plenary, with a budget 2.1 million euros.
The winner will be immediately selected for the drafting of a basic design of the entire building and a project execution phase one, coinciding with the header building, adjacent to Ronda Norte and Plaza Circular.
This building will be equipped with bedside use restoration, exhibition hall and receptions, with proper treatment and integration of the two adjacent gardens, which are open to the city for citizens enjoy.
The works of Phase 1, by having funding can be undertaken quickly, estimating the opening in 2017.
The proposals will have to define solutions comprehensive rehabilitation, possible uses to be implemented in the different members areas of the building, urban integration, access, permeability, treatment of adjacent gardens, as well as other aspects that result in recovery space as urban, tourist and cultural reference.
Given the spatial configuration of the building, architectural plan available cross with separate rooms and courtyards, be appreciated that the proposal contains various uses.
It is also an essential requirement of the competition that the proposals differ in two phases:
- Phase 1, corresponding to the main entrance building, whose structural and functional configuration can be independent.
The rehabilitation of the building will be undertaken in an independent manner and advance to Phase 2 and it must be implemented using restoration, linked to a stay outside, garden and other spaces for use of exhibitions, receptions or similar and a space for administrative purposes that can serve as a municipal office and bureaucratic and operational management of complex future.
- Phase 2, for the rest of the building, in which participants will have greater freedom when considering the possible uses to implement, always linked and under admitted to planning regulations apply in municipal equipment.
At this stage, will be taken into account reserve a benchmark for the city of Murcia to pay tribute to the historical memory of the building and those who suffered imprisonment for opinion or political reasons.

Through this initiative, the City will draft that can serve as basis for formulating one or more projects, construction of rehabilitation and put into use, a unitary mode or in phases.
Contestants have a period of three months for submission of proposals and, if awarded the project design to one of the winners, the basic project must be made within 3 months and the implementation of Phase 1 must made within two months.
So, it is selected, a maximum of three draft proposals, which will be rewarded with 12,000, 6,000 and 3,000 Euros
The jury will be composed of the Mayor, the Dean of the College of Architects of Murcia, Councillor for Public Works, an architect renowned appointed by the city of Murcia, an architect renowned appointed by the Official College of Architects a renowned architect appointed by the Ministry of Culture of the Autonomous Community and the chief official of the Municipal Office of Works and Projects.
