The III Equality Plan will come into effect before the end of the year (28/10/2020)

The Councilor for Social and Family Rights has summoned the Municipal Council for Equality and the Municipal Equality Commission to present the proposal for the third Strategic Plan for Equal Opportunities between Women and Men of the Municipality of Murcia, which will be in force until 2023The III Plan for Equal Opportunities Between Men and Women of the Murcia City Council will enter into force before the end of this year 2020.

This was announced by the Councilor for Social Rights and Family, Pilar Torres, who chaired this morning the meeting of the Municipal Council of Equality of which all the political groups of the Municipal Plenary, the unions and representatives of more than 10 associations of the municipality are part that have equality between women and men among their objectives and purposes.Likewise, the mayor has chaired the Municipal Equality Commission, which is made up of representatives of all municipal services.

The proposal for the third Strategic Plan for Equal Opportunities Between Women and Men of the Municipality of Murcia has been presented and substantiated to both bodies.A document resulting from consensus and agreementThe next Equality Plan will be the result of consensus among all the agents involved.

In this way, political groups will have a deadline for making contributions that will enrich the text.

The final approval will take place in the ordinary plenary sessions of November or December.Pilar Torres has pointed out that this new plan is structured around four strategic areas from which the measures that will allow facing and eliminating the persistent inequalities at present are articulated.

These areas are:1.-Strategy for gender mainstreaming.2.- Strategy for equality in access to economic resources and joint responsibility.3.- Strategy for the prevention and eradication of sexist and gender violence.4.- Strategy for the consolidation of equal opportunities and treatment.Equality clauses in public procurementFrom the evaluation of the II Equality Plan, it has been assessed that 83% of the contracts formalized by the Murcia City Council during the last year have included gender equality clauses.

This means that this figure has been present in thousands of contracts made by the Consistory.This practice encourages the adoption of measures that contribute to equality between men and women in the sphere of private companies.

In addition, it allows that the part of the Municipal Budget that is destined to the contracting redounds in a decisive way in the objective of promoting equal treatment between men and women through the inclusion of said clauses.Similarly, in the last year the Murcia City Council has developed specific campaigns to sensitize the population and prevent sexist behavior and situations of gender violence.

These initiatives have had a direct impact on 5,616 people.Increase in awareness and training actionsIn this regard, the evaluation of the II Equality Plan has shown an increase and greater diversification of the activities carried out by the Consistory of awareness and training on gender equality, broadening the profile of the people to whom these actions are directed and the services from which they are carried out, which has a high impact on equality at the same time that it favors social transformation.Likewise, the Department of Culture has enabled 3 dependencies in cultural spaces that are under its tutelage that are used for the care and attention of minors.

In this way, an attempt is made to facilitate joint responsibility between men and women to take care of babies and the reconciliation between personal and work life of men and women is promoted regarding the care of minors.Another aspect to highlight is that 70% of the people who have enrolled in the Mixed Training and Employment Programs organized by the Department of Employment have carried out specific awareness and training workshops on equality between men and women and prevention of macho behaviors, and specific actions have been developed in collaboration with the team for attention to violence against women, EMAVI.Inclusion of the gender perspectiveThis objective, which has been maintained since the approval of the first Equality Plan, is a priority for the achievement of effective equality between women and men, since it implies that the planning and execution of all municipal actions and policies take into account It takes into account the position and situation of women and men and in what degree and form this action or policy will affect women and men, to prevent discrimination based on gender.One of the proposals of the technicians is to increase the training of municipal staff on gender equality and strengthen the involvement in this matter of the different existing bodies of citizen participation.Improve employment opportunities for womenSimilarly, in the third plan, a commitment will be made to improve the processes for the development of equality in municipal programs and actions and concrete actions will be designed to promote the improvement of employment opportunities for women.

Another line planned will be the realization of more awareness campaigns that inculcate the incorporation of men into the tasks of caring for minors.In prevention campaigns the participation of all municipal services will be promoted.

In addition, the referral protocols of the Municipal Team for Attention to Violence Against Women (EMAVI) will be improved to attend to women belonging to the most vulnerable groups.La apuesta por la coordinación para ejecutar un programa único para el empoderamiento femenino y por el desarrollo de acciones para visibilizar a las mujeres más relevantes en sus fechas significativas son otras de las propuestas que recogerá el III Plan de Igualdad de Murcia.
