The maintenance, corrective, adaptive and evolutionary, will allow the correct operation of the support to users of the management applications used in different services of the City Council. In this way, the quality of life of the residents is improved since waiting times, queues and unnecessary trips are reduced, time is saved in the processing of files, as well as in the times for the granting of aid and solution of problems, reducing administrative bureaucracyMost of these applications have in common technological aspects in terms of development language, Relational Database and Document Management System.
The latter, based on Fedora Commons technology, is one of the fundamental pillars and requires special support coordinated with the Municipal Computing Service. This service is immersed in various specific areas, which have custom-developed applications and which have a wide diversity of utilities. In this way, the service to hire is focused on the support, maintenance and evolution of the following applications: Social Welfare, telecare and Social Services with the management of home help and meals; to the management of records and maintenance of schools of Education; to the elaboration of the General Budget, to the financing of investments and management of the financial liabilities (Service of Economic and Budgetary Direction), to the management of the sanctioning procedure in the matter of traffic (Sanctions Service) and to transversal utilities of the Municipal Computing Service. For example, for the application of Home Help, Meals and Telecare, improvements will be made in spending control and synchronization with CARM.
It will also make use of a set of web services that will allow data to be exchanged more easily with IMAS. Other improvement actions to be undertaken are transversal, and therefore common to most applications, such as preparing new reports or adapting existing ones. Likewise, a system will be implemented that allows the creation and configuration of more efficient templates and a greater degree of autonomy for municipal employees who handle these applications.A closer and smarter Town HallTechnology has been installed in a dizzying way in all areas of municipal management.
The Department of Urban Development and Administration Modernization, which José Guillén directs, is working to achieve a new City Council model that is more accessible with the latest technological advances, which make life easier for citizens, eliminating bureaucracy, streamlining procedures and, above all , being able to do it all, 365 days a year, 24 hours a day electronically. This will also allow the procedures to be done remotely, without having to make any displacement or unnecessary queues.
All of this has been developed within the Smart City strategy, through the MiMurcia project. The greatest example of this is the Electronic Office, a portal from which the citizen, with a digital certificate or electronic DNI, can access from any device and place in the world to carry out the procedures related to the different municipal services, as well as the presentation of their municipal jurisdiction applications.
