"In response to Podemos, the mayor of the PP stressed that "in terms of debt seizure procedures, current legislation is being applied at all times.
It is really paradoxical that Podemos is the one who raises this for us when it is the same Podemos who he is governing in the State and has not made possible any legal modification of a collection nature that allows the City Councils to implement additional measures to the one already foreseen.
"For this reason, he has affirmed that "Podemos asks us to commit an illegality while suffocating the municipalities from the Government.
The same party that tries to restrict and publicly report to journalists accuses us of being in compliance with the law.""It is paradoxical that the Municipal Group Podemos requests the implementation of measures already approved and that it precisely abstained from voting on them in plenary," Martínez-Oliva continued to criticize.The councilor added that "the Murcia City Council has been a pioneer at the national level in the implementation of Payment Plans adapted to the particular circumstances of citizens."Thus, it must be remembered that the following measures have been implemented:• Personalized Payment Plans (PPP): With flexibility measures in the collection of PPPs approved until the state of alarm comes into effect, through the implementation of payment procedures deferred until December 31, 2020.• Concession of automated subdivisions for debts of less than 30,000 euros• Concession of special subdivisions for families, citizens and companies that prove unfavorable economic circumstances generated due to the declaration of the state of alarm."The Mayor of the Murcia City Council, by Decree of March 23, 2020, urged the Municipal Tax Agency to carry out, on an exceptional basis and exclusively for the year 2020, certain actions in relation to the management of municipal taxes , in order to mitigate the negative effect of this health crisis on the economy of all Murcia ", explained the councilor.Specifically, the following measures were adopted:• Extension of the voluntary periods of payment of taxes and certain municipal fees• Periodic collection taxes: debt collection procedures in the voluntary period for those debit account charges that were returned by financial entities because they could not be attended by the taxpayer.• Modify the fiscal calendar corresponding to the year 2020 in order to postpone the periods of voluntary collection income of all those municipal registers pending approval.• Public Prices: the non-requirement of collection of those corresponding to public services that are no longer provided due to the state of alarm and the establishment of agile procedures for the return of the proportional part, in those cases in which payment has been anticipated.
.• Suspension of face-to-face notifications and availability of tax notifications in electronic format.• Postponement of the period of voluntary collection of the standards of the rate for special use of land for public use with tables and chairs (1st semester 2020) and weekly markets (1st semester 2020).• Approval of measures that guarantee the completion of all tax management procedures without the need for the citizen to go to municipal offices.
