The Murcia City Council is finalizing the local strategy that will improve care for the homeless.
The objective is to double and strengthen the support provided by the City Council to this group.
The Prevention and Social Insertion Service is preparing the framework document that will serve to coordinate all the actions that will be carried out.The Department of Homeless Persons and the Mobile Emergency and Social Services (SEMAS) are also participating in the elaboration of the strategy.
The councilor for Social Rights, Pilar Torres, explained that "the care of the most vulnerable is a priority for the Government Team.
With this plan we are going to integrate and optimize all public resources that are used to care for homeless people to achieve an effective and concrete response.
"The social entities that take care of this group receive 1.7 million in municipal subsidies every year.
The steps that the Government Team is taking are agreed and coordinated with the entities of the third sector.Specific working group with social entitiesIn fact, at the last meeting of the Network for Social Inclusion, in which 29 social entities gathered, a working group was established to collect criteria for the elaboration of this strategy.The plan will also be supported by the work and studies carried out by entities such as EAPN and Cáritas Diocesana.
The information that arrives by these routes joins the data that the Department of Social Rights has.The intention of the Department is to capture in a document a series of proposals to improve care for the homeless.
The Social Services Area has prepared the Report on the Risk of Poverty and Social Exclusion in the municipality of Murcia to obtain a reliable x-ray of the existing reality.Technicians are currently working on designing awareness and care measures and designing solutions that help prevent the appearance of new cases.The strategy will also propose improvements in the coordination systems of all the resources that are currently allocated to the care of homeless people.
In addition, it will include the implementation of new measures and will include specific actions to attend to the groups that present greater difficulties.Special care for people with addictions and personality disordersFor example, the document will include specific actions for people who have addictions or serious personality disorders.
These groups will be supported by a working group in which third sector entities, mental health professionals and technicians from the City Council's social services participate.The plan will include the creation of a network that guarantees comprehensive care for the homeless people that exist in the municipality.
The intention is to coordinate the work done in reception centers, day centers, low-demand centers (for night use, mainly), supervised flats and centers for particularly vulnerable groups.The development of training actions and work integration workshops will also be promoted by the strategy to achieve the objective of reintegrating the homeless into the labor market.
