| The mayor Pilar Torres has explained that "we are applying the endorsement, a special mechanism through third sector entities , to ensure that all beneficiaries have access to aid despite not having a bank account "| The Murcian City Council, through the Department of Social Rights, directed by the mayor Pilar Torres, guarantees access to urgent aid by Covid-19 to beneficiaries who do not have a bank account.The councilor for Social Rights, Pilar Torres, explained that "from the City Council we are processing emergency aid for families who need it, by a special procedure that allows us to deposit the money in just a few days from the request for the aid."To which he adds that in the face of the problems of families who do not even have a bank account, “we are applying the endorsement, a special mechanism to make the income through third sector entities and third parties, to ensure that all beneficiaries have access to help ”.Through this system, a third party or a third sector entity advances aid to the beneficiary.
Subsequently, the Department, upon completing the aid file, proceeds to pay the amount advanced to the person or entity in the third sector that has paid it to the beneficiary of the benefit.Free account opening for those most in needIn addition, for people at risk of social exclusion who do not have a recognized bank account, banks are required to open an account for vulnerable people.
This issue is regulated by Royal Decree 164/2019, of March 22.The text recognizes a free regime of basic payment accounts for people in situations of vulnerability or at risk of financial exclusion, which forces them to be opened to financial entities by people who have certain circumstances, such as having an annual gross income of less than the 12,908 euros.Pilar Torres has indicated that "the social workers of the Department report this possibility to people who meet the necessary conditions to be able to request the free opening of this type of account."Direct aid for more than a thousand familiesSince the start of the coronavirus crisis, more than a thousand urgent aids of this type have been approved and 900,000 euros have been paid.
The beneficiary families have received payments that have ranged between 430 and 1,000 euros depending on the circumstances in each case.The Murcia City Council has designed, on the occasion of the socio-sanitary crisis caused by the expansion of Covid-19, a social aid network with the intention of alleviating the effects of the coronavirus among the most vulnerable.
The care of the most needy is a cross-cutting issue, in which all the councils of the Government Team have been involved.One of the measures that was designed was an emergency financial aid package to meet the needs caused by the virus.
The document received the endorsement of the Local Government Board a month ago.
