| The Governing Board approves different tax measures to minimize the social crisis caused by COVID -19 | The Governing Board has given its approval to the modification of the fiscal ordinances of this year in order to alleviate the social crisis caused by COVID-19, thus expanding the measures adopted so far to support families and companies that have seen affected their income and, consequently, their ability to meet their tax obligations.These actions are in addition to other initiatives already underway to combat the coronavirus crisis, presented by the Mayor on March 20.The tax measures approved today represent a clear commitment by the City Council to mitigate payment difficulties for many citizens, families and companies in the municipality caused by the declaration of the state of alarm.The global economic impact on municipal revenues of the total measures of the agreement adopted in this morning's session amounts to 2,453,080 euros.In this way, the modification of the fiscal ordinances that affect the occupation of public spaces with tables and chairs and the weekly markets is proposed.- Rate of terraces and street markets: The rate for special use of land for public use with tables and chairs and the rate for special use or private use of public roads with weekly street markets will not be settled during the period of non-occupation, which means an estimated economic impact of 175,000 euros (for tables and chairs) and 133,340 euros (for weekly markets).In addition, the applicable rates for the second half of the year will be reduced by 50% in both rates.
This implies an estimated economic impact of 516,250 euros (for tables and chairs) and 200,010 euros (for weekly markets).- Public Prices for rental of sports facilities and nursery schools: those corresponding to public services that have been stopped due to the state of alarm will not be charged and, in the event that payment has been anticipated, agile procedures will be established for return.
Currently, the execution of this measure supposes an estimated economic impact of 498,525 euros for the rental of municipal sports facilities in Murcia and 105,400 euros for the provision of services in Nursery Schools.- Garbage collection fee: The premises affected by the cessation of activity as a result of the declaration of the state of alarm may avail themselves of the minimum fee of 29.96 euros for garbage collection.
The application will be for a two-month period, equivalent to the effective closing period.
The estimated economic impact of these measures is 335,434 euros.- Tax on Constructions, Installations and Works: application of the 2% tax rate to constructions, installations and works subject to Responsible Declaration and / or Prior Communication, for a period of 6 months from its entry into force.
This will allow the owners of establishments that have to carry out reforms to adapt to the new state regulations only have to pay 50%.
Estimated economic impact: 489,121 euros.Likewise, the Governing Board has approved urging the Municipal Tax Agency to launch extraordinary complementary measures of a tax nature:- Personalized Payment Plans (PPP): implement flexibility measures in the collection of PPPs approved until the state of alarm comes into force, by implementing payment procedures postponed until December 31, 2020.- Periodic collection taxes: debt collection procedures in the voluntary period for those debit accounts that were returned by the financial entities for not being able to be attended by the taxpayer.- Modify the fiscal calendar corresponding to the financial year 2020 in order to postpone the periods of voluntary collection income of all those municipal registers pending approval.- Tax on the increase in the value of land of urban nature: possibility of extending the established term of declaration of 30 business days in inter vivos transmissions for an additional period of 15 calendar days from the end of the state of alarm and in the case of mortis causa transmissions, extend the period of 6 months to file the tax return for another six additional months.Likewise, measures have been included in the General Ordinance for the Management, Collection and Inspection of local taxes that guarantee non-face-to-face attention to citizens in all the procedures for applying the taxes, both by telephone, by voice recording, and through the Virtual Tax Office, facilitating access to electronic processing channels.This modification of the fiscal ordinances will have to be approved in the municipal plenary session and be publicly exposed for 30 days for them to come into force.Measures implementedTo combat the coronavirus crisis by the City Council, various measures have already been implemented:- Concession of automated subdivisions for debts of less than 30,000 euros- Concession of special subdivisions for families, citizens and companies that prove unfavorable economic circumstances generated by reason of the declaration of the state of alarm.- Extension of the voluntary period of the IVTM until June 5, 2020 and postponement of the period of voluntary collection of the IBI standards of urban and rustic nature, of the rate for special use of land for public use with tables and chairs (1st.
semester 2020), the rate for special use with weekly markets, and the rate for special use with vehicle entry (fords)- Suspension of face-to-face notifications and availability of tax notifications in electronic format.- Postponement of the period of voluntary collection of the standards of the rate for special use of land for public use with tables and chairs (1st semester 2020) and weekly markets (1st semester 2020).- Approval of measures that guarantee the completion of all tax management procedures without the need for citizens to travel to municipal offices.
