Citizens present a proposal for a municipal Contingency Plan (06/04/2020)

The objective is to prepare the ground to respond in a coordinated and planned manner to the needs and problems that arise after the health crisis in all areas of municipal competence

The spokesman for Cs and first deputy mayor of the Murcia City Council, Mario Gómez, presented this Monday a proposal for a municipal Contingency Plan that will go to the Governing Board next Wednesday, April 8.

This Plan has been prepared with contributions from different councilors from all political groups and following technical recommendations.

Its objective is to guarantee the coordination and planning of actions to face the social and economic crisis when the health alarm ends.

"We must prepare the ground to give an urgent response to the population as a whole," said Mario Gómez, who has once again asked the PP for the approval of a Contingency Plan that to date does not exist.

"There is not a minute to lose," he noted.

Unity of action

He also recalled that "this pandemic is causing the collapse of the City Council's Social Services, a situation that we must reverse with a willingness to listen, coordinate, communicate and determine when carrying out far-reaching measures that lessen suffering."

Likewise, the mayor Mario Gómez has made reference to the fact that the services of some social organizations are being overwhelmed by the referrals that the local Administration is making to them.

"It is not a time for individuals but for teams where we should all go to one .. COVID-19 must find all councilors and all political groups united," said Gómez, who stressed that "all contributions are valid if They help us to overcome this crisis, so we must implement this Contingency Plan as an instrument to plan, coordinate efforts and resources and give an immediate and effective response to citizens. "

The Contingency Plan establishes, among other measures, the following:

¡ Social Contingency Plan

1. Establish the Red Cross Autonomous Operational Center (COA), located next to the Hotel Siete Coronas, as the Coordination Center for the Contingency Plan of the Murcia City Council.

2. Extraordinarily enable the budget item for the Contingency Fund of 1,997,000 euros available to the City Council, which, together with funds from the State and CARM, allows to face the situation and mobilize resources for the attention of the more pressing needs, such as guaranteeing basic electricity and water supplies to families in the municipality of Murcia.

3. Process the Basic Income files to families without income in the shortest possible time.

4. Process the new aid files of urgent need so that these amounts reach the families or groups that advanced the money.

5. Approval of a new line of aid to cover the increase in services being carried out by Social Services motivated by the health crisis.

6. Maintain permanent contact with the groups and associations that are acting within the framework of this health crisis such as the Food Bank, Caritas, Red Cross, Cepaim or the Gypsy Secretariat to detect demands and meet needs in coordination with the Murcia City Council. .

7. Start-up of an intervention and social action group coordinated by volunteer Civil Protection staff and the departments of Social Rights and the Elderly and Disability.

For this purpose, a single telephone number (free) will be enabled in the morning and afternoon to meet any social demand that may arise.

Likewise, an action protocol is established to prioritize the different actions depending on the emergency.

8. Preparation of a protocol by signing an agreement with the Telephone of Hope and the College of Psychologists for work of psychological support and telephone support.

9. Expansion of the Volunteer Network to carry out tasks of receiving telephone calls and telephone support.

10. Start-up of a home delivery service for the purchase in the municipal supply squares for those with mobility problems, loneliness or who cannot leave their homes.

11. Prepare a coordinated action plan with the Presidents of the Municipal Boards to find out the demands and needs of the residents, thus being able to channel all requests jointly with those processed by telephone.

12. Develop a medium and long-term action plan for homeless people throughout the municipality of Murcia that also includes settlement and slum situations.

¡ Contingency Plan for Employment and Economic Reactivation

1. Creation of an Employment and Economy Board to assess the economic and social situation and monitor the measures adopted, made up of economic and social agents from the municipality of Murcia.

2. Launch of the Extraordinary Plan for Economic Reactivation with subsidies, bonuses and other aid or lines of action directed at the sectors most affected by the crisis and aimed at economic reactivation and job maintenance.

Actions for economic reactivation of the tourist and commercial activity.

Promotion Plan for the reactivation of tourist and commercial activity.

Public price discount for the provision of services to entrepreneurs.

Offer of workspaces of the Network of Entrepreneurial Spaces of the City Council.

3. Implementation of the Extraordinary Employment Plan.

3.1.

Employment promotion measures.

Help line for contracting aimed at SMEs and the self-employed.

Introduce in public contracts the hiring of unemployed workers who have lost their jobs due to the economic crisis caused by the coronavirus.

Aid line to the third sector.

3.2.

Measures to improve productivity.

3.3.

Extraordinary program to support the professional training and relocation of unemployed people by COVID-19.

3.4.

Collaboration measures with the business sector.

Creation of a network of collaborating companies with the Murcia City Council to promote employment.

Contingency plan of fiscal support to families and companies.

1. A necessity study and preparation of a technical report must be carried out to address possible measures to reduce the tax burden of families in a situation of confinement or isolation and to compensate for the losses derived from the increase in unemployment or the stoppage of business activity.
