The Mayor of Murcia, José Ballesta, together with the spokesmen for the municipal groups, who previously attended the Public Health Committee, today announced the launch of the 'Murcia Social Support and Economic Activation Plan COVID-19'.
"We have agreed in the Governing Board the development of this unprecedented and exceptional plan, which aims at the social support and economic activation of Murcia, over the next few months," said the mayor.
Likewise, it reported on the structural axes of the Plan, which specified in three pillars: “1) The immediate approval of fiscal measures for the maintenance of liquidity in the companies and families of Murcia.
2) The execution of measures to stimulate the economy of the municipality while the state of alarm is in force.
3) The development of sectoral plans for the immediate reactivation of the Murcia economy once the state of alarm has ended â€.
With respect to the fiscal measures for the maintenance of liquidity in the companies and families of Murcia (taxes, fees and public prices), the mayor has instructed the economic and legal services of the Murcia City Council to start up Immediate of a package of measures to alleviate the economic situation of the sectors most affected by the stoppage of activity, which is occurring during this period of alarm.
These measures will represent an injection of liquidity for companies and businesses in the coming months, thus contributing to the revival of the municipality's economic activity.
The measures adopted by the City Council, in an exceptional way and for this exercise, that is, that will be in progress in 2020, will be the following:
FIRST: Special subdivisions are granted for families, citizens and companies that prove unfavorable economic circumstances generated due to the declaration of the state of alarm.
SECOND: In general, automated installments of debts of less than 30,000 euros will be granted.
These subdivisions can be processed by phone or through the virtual office of the City Council and the AMT for citizens who request it without the need to provide any additional justification.
THIRD: A moratorium is granted in the voluntary payment period of the Tax on Mechanical Traction Vehicles, which will last until June 5, 2020.
FOURTH: A moratorium is also granted in the period of voluntary collection of the following tax registers:
- The rate of terraces for bars and restaurants, during the first half of this year 2020. (rate for special use of land for public use with tables and chairs corresponding to the first half of 2020)
- The IBI (Tax on Real Estate of urban and rustic nature).
- The rate of weekly market stalls (Rate for special use with weekly markets).
- The ford rate (rate for special use with vehicle entry).
FIFTH: The modification of the corresponding fiscal calendar will be approved by the Municipal Tax Agency, once the temporary space of duration of the state of alarm is known.
SIXTH: Face-to-face notifications are suspended for the duration of the alarm state.
SEVENTH: Pursuant to Royal Decree Law 8/2020, of March 17, the payment terms for the liquidations already notified and those notified during these days are extended, as well as the installments already granted.
Specific:
- Extension until April 30, 2020 of the payment terms of the settlements (not receipts) already notified and whose voluntary period of entry has not ended on March 18, 2020.
- Extension until May 20, 2020 of the payment terms of the settlements (not receipts) that are notified as of March 18, 2020.
- Extension until April 30, 2020 of the installment periods already granted with an expiration of April 5, 2020.
EIGHTH: In addition, all the measures will be articulated to guarantee that all the procedures with the Tax Agency can be carried out by telematic or telephone means:
For this purpose, immediately, the Municipal Tax Agency will make all tax notifications available in electronic format.
Likewise, all citizens will be able to carry out their tax procedures by telephone by means of voice recording and through the Virtual Tax Office.

For those who do not have an electronic certificate, the AMT will facilitate access to electronic notifications that are generated through an alternative authentication system.
Finally, the mayor reported that "we are going to ask the Government of Spain to carry out the necessary modifications in tax legislation to improve tax benefits and tax management rules."
