The mayor of Murcia, José Ballesta, along with the councilor for Urban Development and Administration Modernization, José Guillen, the councilor for Urban Agenda and Open Government, Mercedes Bernabé, the councilor for the Elderly, Disability and Development Cooperation, Paqui Pérez, and the councilor for Social and Family Rights, Pilar Torres, presented this morning the new free application that allows people with hearing disabilities to receive information about municipal services and take the steps they request as a videoconference through a mobile device, called '010 Accesible AytoMurcia', available for iOS and Android systems.
"We go one step further in an essential area, such as universal accessibility, presenting this free mobile application that guarantees accessibility for people with hearing disabilities," said José Ballesta, who added that "this action completes the implementation of the system for people with hearing disabilities, which since January has been available in person at eight Citizen Attention Offices and through the municipal website ”.
"Universal accessibility is a priority for the City Council, which works from different fronts of action, such as culture, as we demonstrated with the implementation of the NaviLens system at the Teatro Circo de Murcia, allowing people with visual, hearing and cognitive receive information about programming and theater services through a smart mobile device.
The City Council presented this project, 'Accessible Culture' at the Teatro Circo de Murcia, in October 2019, the year in which the first 100% accessible public office in the Region was opened in Aguas de Murcia, the first space of a service public in the Region fully accessible, which allows people with visual, hearing and physical disabilities to receive information about the entity's services and take the steps they request.
How to use the mobile application '010 Accesible AytoMurcia'
The new application, '010 Accesible AytoMurcia', is available for Android phones, through the Play Store, and for iOS, through the Apple Store.
When accessing these platforms, the user must search for the application and, when downloading it, the first step that must be taken is to accept the permissions requested by the application in order for it to work properly.
On the access screen, the user will have to enter a phone number and / or an email address and, when pressing the call start icon, the application will display informational messages to the user on the mobile screen, indicating the moment in that there is a sign language expert available.
At that time, a video call will be established between the user and the expert, who will provide the information they request.
In person, via mobile and by computer
"With the presentation of this new channel we make available to the user three ways to carry out the procedures they want: in person, via mobile and through the municipal website," said José Ballesta.
Specifically, the Murcia City Council launched this system that allows for people with hearing disabilities in January, enabling it in person at eight Citizen Attention Offices and by computer, through the municipal website www.murcia.es.
In person, the service is available at the Citizen Attention central offices, located in Glorieta de Espańa, Plaza de Europa and Abenarabi, and in spaces located in the districts of El Palmar, Puente Tocinos, Cabezo de Torres, Beniaján and La Alberca, that record the highest number of queries.
The hours of operation for the three channels - in person, by computer and by mobile phone - are from 8:00 a.m. to 6:00 p.m., Monday through Friday.
How it works in person in the Offices
In person, the user, upon arrival at the office, will require that they attend him in sign language at the Accessible Service Points.
Next, from the attention point, the Citizen Attention staff will connect their terminal, from where they connect with a sign language interpreter, who will act as a mediator between the user and the office staff.
In this way, everything will be done from the computer of the Citizen Attention staff, on whose screen the interpreter will appear.
Likewise, when the user enters these eight offices, they find signs at the access points that indicate that said space is adapted for people with hearing disabilities, and the queue manager is adapted to indicate to users what the positions are. Accessible Care.
Through the computer
People with hearing disabilities can also carry out their procedures through the municipal website www.murcia.es, at the Accessible Care point (a banner), a system that was also made available to the public in January.
When clicking on the banner of this page, they must indicate their telephone number and / or their email, and then press the telephone button to connect to the Telephone and Telematic Service 010. At that moment, on the screen A sign language interpreter will appear with the user with whom they can make their inquiry or request.

The video and interpretation system is developed through a computer screen, which allows people with hearing disabilities to directly contact a sign language interpreter, as a videoconference, using a webcam and the application developed and implanted.
More than 70 offices in the districts and neighborhoods of Murcia
The municipality has a total of 59 municipal Citizen Attention offices in districts and 9 Offices in districts of Murcia, in addition to the three central ones, whose headquarters are in the Glorieta de Espańa, Plaza Europa and Abenarabi, in which users They can request and receive information from the services of the City Council and other administrations, such as the Treasury and the Autonomous Community.
Currently, the accessibility system for people with hearing disabilities is being implemented in all Citizen Attention Offices in the municipality.
Murcia, smart city
The adaptation of the 100% accessible offices for people with hearing disabilities of Citizen Service is part of the Murcia Smart City municipal strategy, developed by the City Council through the MiMurcia project, a smart city model based on participation, citizen service, open government, sustainable mobility and urban quality, and aligned with the United Nations Sustainable Development goals.
One step closer to universal accessibility
The Murcia City Council works on the integration of universal accessibility in all its services, with the presentation of projects such as 'Accessible Culture' at the Teatro Circo de Murcia, with which the novel NaviLens accessibility system was implemented in this center of performing arts in October 2019, allowing people with visual, hearing and cognitive disabilities to receive information about theater programming and services through a smart mobile device.
Likewise, the City Council opened in December the first 100% accessible public office in the Region in Aguas de Murcia, the first fully accessible public service space in the Region, which allows people with visual, hearing and physical disabilities to receive information about the services of the entity and carry out the procedures they request.
The latest innovation implemented in this office is the SVisual video and interpretation system, which allows people with hearing disabilities to contact the entity and carry out their respective procedures, in person or by phone, through the website www.emuasa .it is.
Queen Letizia Award 2018
In this context, the City Council was distinguished with the 2018 Reina Letizia Award, as a benchmark city in the field of Universal Accessibility, for its work in areas such as social, cultural, labor and mobility integration, since the Murcia City Council works in this line in the following areas:
-Mobility: the municipal network of public transport –bus and tram- is accessible to people with visual disabilities, thanks to a new system of digital markers, which has just been implemented in the New York subway.
-Road quality: the Alfonso X el Sabio walk is the first avenue of the municipality 100% accessible;
the works on Avenida Constitución also guarantee the mobility of people with reduced and visual mobility (the profile of the sidewalks has been lowered and strips of tactile pavement and a hazard button have been installed parallel to and immediately before the curb), as well as the creation of a network of fully accessible itineraries around the city, including gardens and parks.
-Leisure: the Teatro Circo is the first in Spain to implement the intelligent accessibility system via mobile;
Children's entertainment accessible with the installation of adapted children's games in the public parks of the municipality.
-Participation: installation of the magnetic loop system in the Plenary Hall.
-Access to the labor market: the City Council promotes job training and training for people with disabilities through supervised workshops, such as those on growing plants in municipal nurseries, and has opened job boards for people with disabilities.
