Neighbors, fathers and mothers and environmentalists are opposed to continuing to install an antenna in the Barrio del Progreso (20/01/2020)

Neighbors of the Barrio del Progreso, members of the Association of Fathers and Mothers of the CEIP José Moreno school and Ecologists in Action are opposed to continue installing despite the numerous complaints filed in Urban Planning of an antenna mobile phone base station on the Avenue del Progreso, nº 42.

Despite the multiple complaints and allegations presented in Urban Planning, this council has not responded to these requirements.

And said absence of response violates Law 27/2006, of July 18, which regulates the rights of access to information, public participation and access to justice in environmental matters also Law 19/2013 , of December 9, of transparency, access to public information and good governance and violates Law 12/2014, of December 16, on Transparency and Citizen Participation of the Autonomous Community of the Region of Murcia.

The telecommunications infrastructure on which it is not known that he has submitted a responsible declaration to Urbanism, is intended to be located less than 50 meters from the CEIP José Moreno school and there is no strategy for minimizing radioelectric emissions in sensitive areas, as recommended by state regulations of Royal Decree 1066/2001, of September 28, on the public radioelectric domain.

Neighbors, fathers and mothers and environmentalists point out that being an industrial infrastructure should not be installed in an area of ​​residential use such as the school environment.

For these groups, the application of the precautionary principle and ALARA / ALATA principle (the minimum technically possible emission), as well as safety distances to residential areas, and the municipal control of the deployment of these infrastructures must be the basic criteria for the deployment of This type of telecommunications infrastructure, especially when it is intended to be located near a teaching center.

The European Parliament Resolution, on sanitary considerations related to electromagnetic fields, of April 2, 2009, states that: “that special attention be paid to biological effects when assessing the possible impact on the health of electromagnetic radiation, especially if one takes into account that some studies have detected that very low level radiation already has very harmful effects â€.

The Parliamentary Assembly of the Council of Europe in its Resolution 1815: Potential dangers of electromagnetic fields and their effects on the environment, of May 27, 2011 regarding the standards or threshold levels for emissions of electromagnetic fields of all types and frequencies , recommends that the ALARA principle be applied or "as low as reasonably possible" in relation to both the thermal effects and the thermal or biological effects of electromagnetic emissions or radiation.

It also states that it is necessary to establish prevention thresholds for long-term exposure levels to microwaves in all interior areas, in accordance with the Precautionary Principle.

Resolution 1815 states that to determine the location of any new GSM, UMTS, WiFi or WiMax antenna not only based on the interests of the operators, but in consultation with local and regional authorities, local residents and associations of affected citizens.

Neighbors, fathers and mothers and environmentalists demand restitution of the previous urban legality, avoiding the installation of the antenna and its transfer and location in another environment far from residential areas
