100% accessible citizen service in Murcia and districts (15/01/2020)

The new system enabled in eight Citizen Services offices allows people with hearing impairment to receive information about the services of the City Council and manage autonomously.

El Palmar, Puente Tocinos, Cabezo de Torres, Beniaján and La Alberca are the districts in which the offices where the system has been enabled are located.

The adaptation of these offices accessible to people with hearing impairment is part of the Murcia Smart City strategy.

The mayor of Murcia, José Ballesta, together with the Councilor for Urban Agenda and Open Government, Mercedes Bernabé, and the Councilor for Urban Development and Modernization of the Administration, José Guillén, presented this morning the first Accessible Office of Citizen Assistance in the Plaza from Europe, which allows people with hearing impairment to receive information about municipal services and carry out the procedures they request.

Specifically, the new service is now available at the Citizen Service headquarters, located in Glorieta de España, Plaza de Europa and Abenarabi, and in the spaces located in the districts of El Palmar, Puente Tocinos, Cabezo de Torres, Beniaján and La Alberca, which recorded the highest number of consultations.

More than 70 offices in the districts and neighborhoods of Murcia

In total, the municipality has 59 municipal Citizen Attention offices in districts and with 9 Offices in districts of Murcia, in addition to the three headquarters, whose headquarters are located in the Glorieta de España, Plaza Europa and Abenarabi, in which users They can request and receive information on the services of the City Council and other administrations, such as the Treasury and the Autonomous Community.

Currently, the accessibility system for people with hearing disabilities is being implemented in all the Citizen Attention offices of the municipality.

As a videoconference

The video and interpretation system is developed through the screen of a computer, which allows people with hearing disabilities to contact directly with a sign language interpreter, who will act as an intermediary between the user and the Attention staff Citizen, as a videoconference, using a webcam and the application developed and implemented.

In person, the user, upon arrival at the office, will require attention in sign language at Accessible Care Points.

Then, from the service post, the Citizen Attention staff will connect your terminal, from where you connect with a sign language interpreter, who will act as a mediator between the user and the office staff.

In this way, everything will be done from the Customer Service worker's computer, on whose screen the interpreter will appear.

In addition, when the user enters these eight offices, he meets signs at the access points that indicate that said space is adapted to people with hearing impairment, and the queue manager is adapted to indicate to the users what the positions are Accessible Care.

An App to make the arrangements from the mobile

In addition to face-to-face attention, next week the user will be able to carry out their efforts through an application, from their mobile, with the iOS system.

Hearing impaired people can also do their work through the municipal website www.murcia.es, at the Accessible Care point (a banner).

The adaptation of the 100% accessible offices for people with hearing impairment of Citizen Services is part of the Murcia Smart City municipal strategy, developed by the City Council through the MiMurcia project, a smart city model based on participation, citizen care, open government, sustainable mobility and urban quality, and aligned with the United Nations Sustainable Development goals.

More than 285,000 queries in 2019

Throughout 2019, the Citizen Services offices received a total of 285,505 consultations, of which 108,595 were conducted in districts in person, 56,707 in the central offices and 9,402 in districts.

Of the total, 85,020 consultations were carried out by telephone and telematics, 25,583 were made in the Corporate General Attention Office and Electronic Virtual Registry, located in the City Hall, and 190 in the Face-to-Face Service for Civil Marriages and Couples of Done.

The consultations were carried out on different topics, such as registration, cancellation and registration of municipal registration, offer of municipal employment, traffic sanctions and for breach of municipal ordinances, Local Police, presentation of documents for any municipal procedure or for other Administrations, Housing services, social assistance, subsidies, taxes, traffic and transportation, youth, employment, culture, etc.

In 2018, a total of 288,657 consultations were made.

Accessible municipal offices, pioneers in the Region

In addition to the Citizen Service offices, the City of Murcia has also adapted the Accessible Water Office of Murcia (EMUASA), the first space of a 100% accessible public service in the Region, a place that incorporates new technologies to improve the quality of life and autonomy of people with disabilities, integrating the latest systems into their services.
