The Mobility Ordinance will give priority to the pedestrian and harmonize the different uses of the roads (27/11/2019)

The mayor of Murcia, José Ballesta, presided today the session of the Board of Spokespersons, in which Councilwoman Rebeca Pérez presented the deadlines for the draft Mobility Ordinance project.

The Traffic and Transportation Directorate will conclude the drafting of the draft Ordinance within 15 days.

After this, the document will be consulted with Local Police, Sanctions, Bicycle Office and the DGT;

The project will be agreed with the municipal groups and directly with the Murcia through the Murcia Participa website.

The mayor of Murcia, José Ballesta, presided today the session of the Board of Spokespersons, in which Councilwoman Rebeca Pérez presented the deadlines of the draft Mobility Ordinance project, which will harmonize the different uses of urban roads and spaces from a shared vision, regulating urban mobility and including the different uses of public roads and the sustainable city model for the improvement of the environment.

Murcia does not currently have a municipal regulation that regulates the shared use of public space.

The new ordinance will take into account the scale of priorities it affects, always dealing first with pedestrians and then with individual mobility, collective transport and private vehicles in this order.

This ordinance is intended to regulate the integration of all sustainable mobility systems and the circumstances of the city (parking lots, loads and discharges, circulation through historic centers, etc.

The purpose of the Ordinance is to harmonize pedestrian use, vehicle circulation, parking, transportation of people, distribution of goods, different uses related to mobility, etc.

This ordinance seeks to increase road safety, protect people's health, focus on environmental sustainability, order road uses and include new modes of transport.

The scope of the Ordinance is the municipality of Murcia, including road traffic and pedestrian mobility, and also interurban roads, orchard and rural roads and mobility spaces owned by the municipality.

Deadlines and consultations

Following the presentation today at the Board of Spokespersons, the drafting of the draft Ordinance must be completed by the Directorate of Traffic and Transportation within a period of 15 days.

After this, the document will be sent to the affected services and participants of the Ordinance, consulting the draft with Local Police, Sanctions, Bicycle Office and the DGT (optional).

The deadline is 15 days.

Subsequently, the project will be agreed with the municipal groups, over 20 days, before the prior consultation process.

Then, citizens will be consulted directly, for a period of ten to fifteen days, through the municipal website (Murcia Participates).

Once the process of prior consultations has elapsed, the Project will be approved by the Governing Board, which will be followed by the initial approval by the Plenary of the Corporation after the opinion of the corresponding Plenary Commission (maximum 30 days) .

After the resolution of the hearing process for the presentation of complaints, suggestions and claims (for a period not less than 30 days) its final approval will be carried out by the Plenary of the City Council and will be published in the BORM and municipal website.
