The PSOE lacks an operational Municipal Emergency Plan that minimizes risks among the population (24/09/2019)

Councilwoman Teresa Franco presents a motion in this regard and declares that "we must convey that the situation is coordinated and known to all, because in a moment of catastrophe what our neighbors claim most are quick solutions and feel they are not alone"

During the days in which the municipality was plagued by the consequences of the cold drop, the Socialist Municipal Group missed a comprehensive, operational Municipal Emergency Plan that minimized risks for the Murcia population.

Therefore, the councilwoman Teresa Franco will defend in the plenary session next Thursday a motion in which she demands the update and improvement of an Emergency Plan in order that "Murcia and Murcia know what to do, where to go and, above all, feel safe. "

For Franco, the experts "are warning us that these situations can occur again more regularly, so it is necessary to work in prevention but we are also a municipality in which we are exposed to several risks such as, beyond floods, fires and, given our geographical location, also seismic movements that can result in earthquakes. "

The socialist councilor believes that in adverse weather conditions, "local administrations must do three things: provide, help during the emergency situation and compensate in different ways to those who have suffered damage."

It is in these three phases in which the administrations have responsibility, and in particular the local administration, which is the closest to the citizens, adds and also explains that "in our case we must convey that the situation, as far as possible , is coordinated and is known to all the affected agents. Of course, in a moment of catastrophe, what our neighbors are most demanding are quick solutions and feel that they are not alone. "

Likewise, he points out that citizens must perceive that their administrations and, specifically, their City Council are watching and are constantly alert for their citizens.

"We must not wait for catastrophes to take action, they must be taken before, because in the case of floods, fires, earthquakes or chemical hazards, prevention is essential."

Therefore, the councilor insists that "we can not waste another minute to start up as many resources as necessary for the prevention of these and other emergency situations that may occur and thus minimize the risks to people and property, and also achieve greater coordination of all local security forces and bodies, local institutions (municipal boards) and the civilian population. "

In this regard, it informs that the motion includes several agreements, among which is the update of the Municipal Emergency Plan, which must be operational and should include all the determined risks to which the citizenship of the municipality of Murcia may be subjected: fires , floods, earthquakes, chemical hazards, etc.

and, in addition, it must be a plan reviewed and approved, according to Law, by the Civil Protection Commission of the Autonomous Community of the Region of Murcia.

It is also necessary to subsequently develop a training program for action groups (management coordination centers, SIX, health, order groups, volunteering, etc.) depending on the risks (fires, floods, chemical risks, earthquakes ...) and, also, to develop and execute a program of information to the population, specific according to risks and zones, including carrying out drills that include the action groups and the civil population.
