The Plenary has approved this morning definitively, and with the votes in favor of the Popular Municipal Group, Municipal Socialist Group and Citizens, and the abstention of Vox and Podemos-Equo, the ordinance regulating the tariffs for provision of supply services domicile of water, sewage and sanitation and other services and activities provided in relation to the integral water cycle in the municipality of Murcia.
The new regulations will come into force next week, after their publication in the BORM.
It includes the new water rates for 2019, which enhance its social character, incorporating a 20% reduction for all families in the vital section, up to 5 m3, and giving special coverage to families at risk of exclusion, to which will be applied a reduction of 25% of the fixed quota of water and sewage, which may also be applied to the rate of garbage.
In addition, the debt of the clients subject to the social rate will be taken into account, to which 4,000 families can be accommodated, and the meter conservation rate is cut by 45%.
The social rates provided for water and sewage consumption for families at risk of exclusion will be reduced by 25%.
This percentage will also be applied to the garbage rate, provided that the sum of all the income of the members that inhabit the dwelling does not exceed the SMI.
The ordinance also addresses the amortization of the old debt - of more than six months - for those who access the social rate.
For the less than half a year, the circumstances of each person will be addressed, but the supply cut will never be executed nor will legal actions be taken to recover it during the situation that gives the right to access the social rate.
On the other hand, single-parent families or with a disabled member who have a large family title despite being less than five members may be eligible for the reduced rate of housing with more than four members.
Finally, there will be an exemption of 100% of the fee for the discharge of water from the water table for users who meet the minimum conditions of discharge, one of the measures incorporated by the Citizen group with the approval of the Budgets.
It is the first time that the tariffs are approved as part of an ordinance, as a consequence of Law 9/2017 of Contracts of the Public Sector, which has introduced in the Spanish legal system a series of modifications that oblige to adopt this ordinance for the purposes to establish the proposal, approval and enforcement of the tariffs that must regulate the provision of the municipal water supply and sewerage services
