The document, approved in March 2018, proposes a hundred actions to promote equality through six strategies of action: transversality in municipal policies, training and employment, conciliation and co-responsibility, gender violence, education for equality and social participation
61% of the actions foreseen in the development of the Second Plan for Equal Opportunities between Women and Men (PIO), approved in March 2018, is already executed or in process in its first year of validity, as noted in the report presented to the Equality Council, chaired this morning by the Councilor for Social Rights and Development Cooperation, Conchita Ruiz.
In the same it is detailed that most of the services that have a direct action with the people are taking into account the equality between men and women in all the programming and development of their municipal competences (education, social services, youth, employment, education and culture).
Another positive aspect highlighted in the document is the incorporation of inclusive language by the civil service that has carried out in recent years the training given in this area, as well as the coordination of the different municipal services involved in the development of awareness actions and training on equality, and prevention of violence against women, included in the Plan.
Likewise, the monitoring report assesses the "high degree of involvement" of the technical staff that forms part of the Municipal Equality Commission for the development of the II PIO.
This is evident in the high degree of execution of the planned actions, in the demand for greater dissemination of the IOP among municipal staff and specific training.
Requests for information, advice and guidance to ensure the incorporation of equality in municipal action is another indicator that shows the progressive interest of the civil service to advance in this area.
Equality as a tool for municipal work
Incorporating equality as a tool in municipal work is a commitment of the IOP, which includes 6 strategic areas or areas of action, which in line with the municipal competencies, mark the municipal action to include this perspective in the City Council policies.
- Transversality of gender in municipal policies, with which it is intended to integrate the gender perspective in the City Council's projects and measures.
The objectives are to know the state of equality between men and women in the municipality with actions such as the evaluation of municipal actions, social clauses in hiring or promoting inclusive language and non-sexist image in the administration.
- Training and employment, which aims to improve training for women's employment, and proposes actions such as increasing the employability of women with greater difficulties by age, origin, ethnicity, gender violence or risk of exclusion or the development of a program of female entrepreneurship
- Conciliation and co-responsibility, whose objective is to promote and support the reconciliation of work, family and personal life and co-responsibility between men and women in public and private spheres.
Among the actions included is the creation of spaces in municipal buildings open to the public for the care of babies (a measure already incorporated in the new constructions and refurbishment of centers), the extension of the hours of attention to citizenship, the increase in municipal public places of schooling from 0 to 3 years and dependent persons and the adaptation of the schedules of the infantile schools and centers of conciliation.
- Gender-based violence, for whose eradication measures are proposed aimed at preventing situations, improving and anticipating the detection of cases and the attention to women who require an integral intervention as a guarantee of their recovery and protection.
In this area, the plan proposes actions in the field of education and health, with associations of women with disabilities, immigrants or older women.
- Education for equality in the fields of formal and non-formal education, for which purpose actions are being considered to recognize and make visible the women who have been part of the story by publishing an annual thematic catalog that will serve to incorporate women relevant in the street or the design of guided visits on the contribution of women to the social, economic, cultural and political history of the municipality, through tours 'Feminine Plural'.
- Social participation, aimed at increasing the participation of women by promoting the associative and representative movement of women and in the areas of municipal decision-making.
In total, the plan aims to achieve nine general objectives through the fulfillment of other specific 26, foreseeing the development of 84 actions in charge of the different municipal services.
The document incorporates evaluation indicators for all the planned measures that allow establishing the degree of execution of each one of them.
