Awarded the maintenance, maintenance, repair and exploitation contract, which affects 498 traffic lights crossings, 10 variable message panel systems for traffic information, 4 access control units, 2 lower step controls, 59 camera units of TV and 2 communication nodes, operated and controlled by the Urban Traffic Control System from the Traffic Room.
The traffic management system of the City of Murcia will provide information on real-time service levels, free parking spaces, environmental information or any incident that affects mobility in the municipality.
These contributions will be possible because the maintenance, conservation, repair and exploitation service of the regulation, control and traffic information facilities will be integrated into the Smart City Platform of the city of Murcia.
This is specified in the new contract, promoted by the Department of Traffic, Security and Citizen Protection, led by Lola Sanchez, which has been awarded today by agreement of the Governing Board to Murciana de Tráfico SA, with a total cost of 5,441. € 699 for three years.
The adaptation of this service to the requirements of Smart City entails specific needs:
- The traffic management system must offer a web service that allows the reception of information in real time from the Smart City platform, as well as the actions and / or rules that must be applied in the traffic system from this platform.
- The traffic control system will publish information on service levels and traffic sensorization in the Platform, so that the traffic data collected by the sensors correctly reflects the traffic status in real time, so that the Platform counts with reliable information to make decisions based on reality.
- The traffic control system will publish on the Platform information of free parking places and messages posted on variable message panels.
- It will be prepared so that from the Platform it is possible to interact with the system requesting the activation of some strategy for certain predicted situations.
- The Platform will provide the traffic control system with environmental and other information of interest, with the aim of optimizing the management of mobility in the city.
- The Platform will provide the traffic control system with information on the typified incidents that affect mobility, so that it is possible to apply the strategies that optimize the management of mobility.
- The traffic control system will be prepared to incorporate traffic information obtained from non-intrusive video recorders and artificial vision treatment provided by the platform: number of vehicles;
speed of each vehicle (km / h), time between vehicles (s);
tail length (m) per lane;
tail formation time (s);
Space occupation of the lane by cars in motion (%);
spatial occupation of the lane by stopped cars (%);
vehicle stopped on the road;
vehicle parked in double row;
stopped vehicle with intermittent emergency indicators;
vehicle circulating in the opposite direction or excessive tail length.
- The traffic system must be integrated with the municipal GIS.
Traffic management includes the maintenance and maintenance of 498 centralized traffic lights -210 centralized and 288 non-centralized-, 10 systems of variable message panels for traffic information, 4 access control units (each one comprises a TV camera) , 2 units of lower step controls (comprising 10 cameras), 59 units of TV cameras and 2 communication nodes controlled from the Traffic Room and operated with the SDCTU control program and its subprograms.
The contract will include the integral management of Murcia's traffic control system, which includes the following services:
1. The provision of maintenance services, maintenance and repair of existing traffic control system facilities and all those that are executed during the term of the contract.
2. The technological integration of all the subsystems that make up the Traffic Control Room, in order to improve the conditions of efficiency, effectiveness and quality of the provision of the planning and management service.
3. The repair of faults and damages caused by meteorological phenomena, traffic accidents, vandalism or other causes attributable to third parties in the facilities.
4. Obligation of the contractor to carry out installation, extension or modification works of the traffic light installations that may include new elements or removal of existing ones, access control, CCTV, improvement of the centralized traffic control system, etc., existing, when the City Council considers it to achieve maximum safety and efficiency in its operation.
The contractor will be obliged to perform the preventive maintenance and conservation of the traffic signaling facilities of the city, taking care at all times that they are in perfect working order, as well as repairing immediately any damage or damage suffered by any element.
It will also be responsible for the supply and assembly of the various elements of signaling and traffic control that were necessary for better control and management of existing facilities.
