The Socialist Group in the City of Murcia will raise at the next Plenary to celebrate on Thursday, November 29 that a municipal ordinance for the regulation of the use and promotion of personal and sustainable mobility vehicles, including bicycles are prepared and the electric scooters that many people use daily to travel around the city.
The PSOE intends to use the Bicycle Observatory for the preparation of the initial proposal and the study, with the greatest possible participation, of the initiatives contributed by the associations and platforms concerned.
Today there is no such regulation that would have to be applied for a long time and that, despite the fact that the Consistory began to work on it, it still does not see the light.
"From the City of Murcia, given the excellent climatic, extension and orographic conditions of the city, it must commit decidedly to implement a model of sustainable mobility in the municipality in which the displacements on foot and by bicycle are prioritized in a complementary way to the public transport At the same time, we must also bear in mind that in recent years, with innovation and technology, new means of transport have proliferated and come together under the name of Mobility Vehicles. Personnel (VMP): These are vehicles that facilitate another type of mobility that is more sustainable and that, necessarily, must coexist with traditional means, "says Ayuso and this is something that will be discussed in the plenary debate on the occasion of the motion what will he defend?
"We consider that the use in Murcia of bicycles and, more recently, of skates, electric scooters and even with the appearance of adapted bicycles for the transport of small children or parcels, requires an ordinance that regulates the use of all these vehicles and avoids the ambiguity and the current confusion ", adds the socialist mayor.
It should be remembered that, at present, Murcia does not even have a regulation regulating the use of bicycles in public spaces and only has a Master Plan for the use of bicycles, which has been established since its approval in February 2010, the unfulfilled need to date to make the bicycle visible by developing an ordinance that reflects its proper use and traffic regulations and that reflects the rights and duties of its users.
The ordinance must establish, among other issues, the most appropriate routes and what signage and design must have so that driving through them is also safe for these users, as well as defining the characteristics of the sidewalks for their use.
Likewise, it must be detailed what security elements the vehicles have to carry (bell, lights, or reflective);
the characteristics of the parking lots;
the preparation of route maps in the municipality;
and other diverse aspects such as the speed at which they can circulate or the minimum ages of the users.
According to Ayuso, the ordinance referred to is "very necessary" to "give security to cyclists and also to pedestrians, who must have the highest priority" and to "favor the use of the bike because of its environmental, economic importance and for the health of people. "
