Huerta Viva denounces that the General Urban Plan of Murcia does not take into account flood zones (18/10/2018)

For the association it is incomprehensible that the great connection junction of the Reguerón highway with that of San Javier Santomera is being built in the drainage area of ​​the Tabala rambla.

According to the hazard and risk maps of the Demarcation of Segura, the strip between Beniaján until well past Zeneta towards Vega Baja has a high probability of flooding with return periods of only 10 years.

This is due to the fact that it is a deep zone where the ramblas of the southern mountain range of Murcia flow, mainly those of the Garruchal and Tabala which are the most important channels in case of torrential rains.

It is, therefore, a flood zone where the municipality of Murcia and the Confederación Hidrográfica del Segura should work together to implement the Flood Risk Management Plan (PGRI), with the aim of reducing the danger through measures of land use planning where land uses adapt to the risk of flooding.

On the contrary, if we compare these hazard maps with the General Plan for Urban Planning, it is surprising to see the number of land uses that alter the hydraulic regime, aggravating the risk of flooding.

The General Plan of Murcia was approved in 2001 and modified in 2006 to adapt it to the Land Law, greatly increasing the developable area, but it has never been taken into account to adapt it to the National Floodplain Cartography System created after the Law 14/2010, on infrastructures and geographic information services in Spain.

For the association Huerta Viva this is a serious irresponsibility that can bring disastrous consequences in case of torrential rains like those of Mallorca, taking into account that the fertile plain of Murcia is a flooded territory for both the Segura and Guadalentín rivers and for the numerous ravines that border the valley.

A good example is the urbanization of the ravine of Espinardo, which on the hazard map appears as a Preferential Flow Zone, as well as the drainage areas of this ravine and the Churra, where each time it rains with a certain intensity they are flooded with Easy streets and garages.

And the same will happen with the strip that is currently being urbanized along the South Coast between La Alberca and Algezares, since it is a space where the ramblas of Puerto de la Cadena, La Alberca and Algezares come to flow.

Even more serious is acting in the historic Huerto de San Blas in Torreagüera, where many trucks are filling this flood zone with the aim of urbanizing.

According to the General Plan, both margins of the rambla del Garruchal are developable without taking into account that these are highly flooded areas and that, at least, they need authorization from the Confederación Hidrográfica del Segura for any urban development.

Or the construction in Zeneta of the connection junction of the Reguerón highway with that of San Javier Santomera, which is being done in the same place where the Tabala ravine ends.

The works of this highway already caused in 2016 to flood areas that had never been flooded before.

Faced with this situation Huerta Viva asks the City Council to review the General Plan of Urban Planning of Murcia adapting as much as possible to the mapping of flood areas of the demarcation of the Segura and the Flood Risk Management Plan.
