The Governing Board has given the green light to the contract of 'Conservation services, maintenance and restoration of gardens, trees, alignments, medians and roundabouts of the municipality of Murcia, as well as the necessary supplies', for a total amount of 58,997. € 161.40
For the first time, this contract is mixed, which means that in addition to the maintenance and conservation of green areas of the municipality, also includes supplies, restorations and renovations of areas that require it
Another important novelty of this contract is the drafting of a Master Plan of the Trees, in addition to becoming the first major municipal contract in which all the implementation of technologies will be compatible with the smart city platform MiMurcia
The Department of Modernization of Urban Administration and Development, is once again committed to promoting the use of gardens, making them the central axis of the life of the municipality, building spaces that cover all the needs of children, adults and seniors to improve their quality of life
The Governing Board has given the green light to the contract of 'Services of conservation, maintenance and restoration of the gardens, trees of alignment, medians and roundabouts of the municipality of Murcia, as well as the necessary supplies'.
This innovative contract, which has been designed and drafted by the Parks and Gardens service, with the aim of improving and modernizing the green areas, parks and gardens of the municipality of Murcia, has been approved for a total amount of 58,997,161.40 euros
The City Council, through the Department of Modernization of the Administration and Urban Development, is once again committed to promoting the use of outdoor spaces, making them the central axis of the life of the municipality.
In this way, spaces are created that cover the needs of children, adults and the elderly.
The physiognomy of the gardens will be transformed in an integral way, betting on shadows and water.
This contract presents as a novelty, the revision and homologation of all the children's games of the municipality every two years, and a major renovation of the garden furniture, which will also expand sources, shading system and playgrounds with comprehensive protection and adapted.
This will mean the greatest transformation of the green areas of the municipality, encouraging all Murcia to its greatest use and enjoyment, in order to increase their quality of life.
In addition, the City of Murcia bet once again for the conservation of the environment by requiring the incorporation of the use of 100% electric vehicles and the application, in all the processes that are going to be carried out, of products that do not damage the environment and favor the care of nature.
This contract establishes the technical bases for the conservation, maintenance and restoration of gardens and municipal green areas, as well as trees for alignment, medians and roundabouts.
For the first time, this contract is mixed, so that renovation, restoration and supplies activities linked to the areas of conservation are also going to be carried out.
For the execution of the contract object, it is distributed in the following lots:
Lot 1: Maintenance, conservation and restoration of municipal green areas and alignment trees of the Municipality of Murcia.
The awardees will have a minimum workforce of 188 workers.
Lot 2: Maintenance, conservation and restoration of medians and roundabouts.
The awardees will have a staff equivalent to 22 workers.
Lot 3: Maintenance, conservation and restoration of lakes and ornamental fountains.
The awardees will have a staff equivalent to 17 workers.
Lot 4: Supply of flower plants for replenishments in green areas, medians and roundabouts.
Lot 5: Supply of materials for garden renovations.
Lot 6: Supply of furniture for garden renovations.
Lot 7: Master Plan of the trees.
Another novelty of this contract is that within three months, since its inception, the companies awarded lots 1, 2 and 3 will consider the mapping and inventory of all green spaces, updating the knowledge, status and evolution of all the gardens and green areas.
Also, the first three batches should develop a general situation diagnosis of green areas, alignments of the municipality, medians, roundabouts and lakes.
Woodland safety program
Among the novelties of this new contract, the annual revision of the trees is reinforced, increasing the revisions for the more than 600 trees classified as monumental or of greater risk, always seeking the highest possible safety.
The company will have specific equipment to work on the safety of the trees available all year round, being responsible for the execution of these works a technician accredited by the Spanish Association of Arboriculture and specialized in climbing or a university technician of medium grade of the forest branch or gardening.
Lot 7 consists of preparing a Tree Management Plan that consists in analyzing and diagnosing the situation of the more than 100,000 trees existing in the parks and gardens, as well as proposing a program of actions to conserve and manage this tree mass.
Program for maintenance operations of urban furniture and Pipi-can
The cleaning in the dog parks will be done daily and disinfection at least four times a week, doing the necessary ones.
It will be the obligation of the awardee of lot 1 to contract with a company specialized in inspection and certification of the revision of all the zones of children's games and gerontogimnasia of the municipality.
This revision will be made in the first and third year of the contract.
In the same way we proceed in the conservation of sports tracks located in green areas.
Irrigation and fertilizer program
The winning company must propose measures that contribute not only to the efficient use of water, but also to minimize water losses and to use alternative sources to drinking water.
As for the fertilizer, the use of chemical fertilizers will be avoided and the pruning remains once they are crushed will be used as an amendment.
Pruning and planting trees and flowers
As a novelty, in the pruning of olive trees, the concessionaire will be obliged to collect the olives and transfer them to an oil mill.
The oil produced will be available to the City Council, which may benefit social organizations.
The planting of trees will be done immediately when, due to the circumstances, an alignment tree disappears and within a maximum period of 7 days.
The winner will also propose a plan to replace aged hedges and replace rose bushes.
In addition, 3 to 4 annual plant replacement campaigns will be carried out.
Phytosanitary treatments
The winning companies will inform the neighbors, presidents of District Boards or Neighborhoods or Municipal Boards in districts, of the phytosanitary treatments prior to carrying out, in addition to maintaining information through the website.
Customer service
The winning companies will have a telephone and email to answer citizen calls for 24 hours, 365 days.
They will also have the development of an App and technology-based tools to facilitate communication with the citizen.
In the children's games posters with the telephone or email will be placed so that they can communicate the incidents.
Comprehensive IT Management System
The new awarded company will have to implement a Comprehensive IT Management System of the Service that includes GIS database with inventory of the elements, so that all the trees, sources, banks, furniture, lakes, green areas and the rest of the elements that are in parks and gardens will be georeferenced and geolocated.
This system of digital cartographic information that will increase controls, improve quality standards of service and put all information at the service of the citizen, this will be the first major municipal contract in which all the implementation of technologies will be compatible with the smart city platform MiMurcia.
The awardee will bear the maintenance costs of the communication systems of the irrigation network automation, as well as the monitoring that can be done on certain parameters in unique trees by installing sensors in them.
It must include a geolocalizer for the vehicles assigned to the contract fleet.
With this contract, the City of Murcia will be able to create new massifs of flower plants, greater surface of grass, increase the number of trees planted, place new zones of infantile games or gerontogimnasia, awnings or structures for the protection of the sun, substitution of pavements , transform lakes or sources and other actions duly valued in the award criteria.
The physiognomy of the gardens will also be renewed in an integral way, betting on shadows and water.
In addition, this contract includes clauses of environmental and social nature and will allow subcontracting some of the work with Special Employment Centers, as it happens with the cleaning of lakes and sources.
In addition, it aims to promote gender equality.
Prior to the start of the contract, a diagnosis of the situation of the gardens that are the object of the contract will be made and a renewal and improvement proposal applicable to the gardens of the municipality will be carried out.
The duration of the contract will be from January 19, 2019 to November 30, 2022, except lot 2, which covers from April 20, 2019 to November 30, 2022 and lot 7, which will last for eight months, from the date of its formalization.
It may be extended expressly for a period of one year (except lot 7, which does not have the possibility of extension), with the maximum term of the contract (extensions included for lots 1 to 6) of five years (except lot 7) , which is for 8 months).
