"The management is chaotic, we find cultural and sports programs without adjudication, delays the provision of services as basic as school canteens and all because the contracts are taken to the extreme," said Councilman Sebastián Peñaranda, who has also insured that "Ballesta will go down in history as the mayor who managed to block the City Council after its chaotic management".

He also explained that "in no case are we attacking officials, whose work I recognized in the last plenary session when I proposed the approval of a Contracting Regulation, but a situation of disorder caused by a bad management and aggravated by the new Law of Contracts, which did not catch us by surprise because it was more than announced, although seven months later we do not know how to apply it. "

Peñaranda said that "instead of taking advantage of the agility and efficiency offered by new technologies, in this City we are going to contrapié, but here the only culprit is the councilor of Finance, Hiring and Urban Mobility that seems not to know how to solve this deficient management".

In addition, the council has pointed out that "there is no planning in the short and medium term of service contracts that expire annually, which leads to a mismatch in services when a contract ends and has not been awarded the next", therefore , "part of the school cleaning service is working by decree and without contract."

Another example that Peñaranda provides is in the cultural centers, which "are without activities or workshops and have not yet been awarded the new contract when the previous one ended on August 31, but the defects in form are being the cause that the bidding companies go to the courts to appeal contracts, and this judicialization leads to a lag and continued delay. "

On the other hand, "the program designed for electronic management has incomprehensible failures and has caused errors that delay the adjudication".

All this, adds the councilor, "produces damages to neighbors and additional economic costs."
