These are mainly actions and programs carried out in the areas of social welfare, education, health, safety, employment, consumption and youth.
The budgets approved today by the Plenary amount to 418.2 million euros and provide for an expenditure per inhabitant of 936 euros, compared with 521 euros of tax revenue for Murcia.

Increases 2.39% with respect to the previous year.
They include, among other concepts, an expenditure of 39 million euros to cover the expense derived from the provision of services whose competence corresponds to other administrations, but not to the City Council.
Among them is the provision of a good number of services related to social welfare, amounting to an amount of 22.7 million euros, and include actions in promoting equal opportunities and prevention of violence against women, centers of elderly people and of women, family respite, telecare, home help or primary social assistance.
Other examples are the conservation or maintenance of health centers (529,000 euros), the maintenance and management of nursery schools (4 million euros), complementary activities in educational centers (244,000 euros) and the inspection of commercial establishments (300,000 euros).
To these services are added more for the amount of 21.8 million euros and corresponding to competencies that are neither their own nor are they delegable: supply and operation of educational centers for early childhood and primary education and subsidies to IES (6 million euros) , actions to promote health (2.3 million euros), citizen security plan (2.3 million euros), employment and business promotion (7.2 million euros), consumption (580,000 euros), youth (2 , 6 million euros) and European projects (726,000 euros).
On the other hand, the Budgets also highlight the need to address the reform of local financing based on the distribution of funds per inhabitant that Murcia receives from other administrations.
Sevilla (€ 456) and Valencia (€ 448) almost double and Malaga (€ 425), Zaragoza (€ 410), Las Palmas (€ 263) and Córdoba (€ 251) also exceed € 231 in Murcia.
Promote opportunities
The income of the City Council will be conditioned by policies aimed at improving people's living conditions and promoting economic opportunities, which is why tax rates are once again kept unchanged and measures to reduce the tax burden on families , administrative simplification and the promotion of employment.
Thus, with this Budget it reduces the rate of fords, the price of water decreases and the rate of discharge to the sewage system disappears by the communities.
Also, the forecast of income of the IBI in urban to the downside was revised, and, in paper, to the rise, as a result of the cadastral revision that is finishing the Ministry of Property.
Similarly, the progressive recovery of the construction sector, as well as the indicators of new vehicle registrations, allow us to foresee higher revenues in the ICIO and the Vehicle Tax.
Regarding the state of expenditure, almost 75% goes to the provision of basic public services (lighting, housing, parks and gardens, road cleaning, etc.), production of public goods of a preferential nature (health, culture, education, sports, etc.) and economic actions (public transport, markets, commerce, tourism promotion, etc.)
The financial burden is reduced by 26.8%, mainly due to the amortization of loans made in recent years and the forecast of maintenance of low interest rates.
On the contrary, current transfers are one of the chapters that has increased the most (7%) due to the improvements planned in public transport as a consequence of the recovery of frequencies in district lines.
Investments amount to 39 million euros, with important items for the remodeling and creation of green areas of districts, for the annuity corresponding to underground works and the execution of strategic projects.
