The Environment envisages the creation of a Specific Leisure Police Corps in charge of intensifying the control of public order in the Special Acoustic Protection Areas.
These are some measures incorporated into the regulations proposed by members of the Sectorial Council of Noise, together with the implementation of a network of acoustic meters that will provide continuous data and know the evolution of the areas.
The creation of the figure of the Mediator of Leisure and a Specific Body of Leisure Police are two novelties that has incorporated the Department of Urbanism, Environment, Water and Vegetable Garden, to the measures planned to contain the noise derived from leisure in the center from the city.
The Sectorial Council on Noise of the City of Murcia has studied the document today, which also includes other additions to the initial text, as a result of the suggestions and allegations received during its public presentation and the contributions of the municipal technical service.
They are, therefore, modifications to the initial text of the declaration of the Zones of Special Acoustic Protection (ZPAE) in Murcia Centro, its delimitation and the Zonal Plans with the measures applicable to them.
These are streets where the acoustic quality objectives are exceeded and it is, therefore, necessary to establish corrective measures (zonal plans) aimed at achieving their fulfillment, thus achieving compatibility, in this case, leisure with the quality of life of the children. residents of the areas where they are concentrated.
To this end, a map of leisure noise in the city has been drawn up, for which 3,600 measurements were made in areas with a higher concentration of entertainment venues.
As a result, three ZPAEs have been delimited in the urban center: Universidad-Alfonso X;
San Lorenzo, Santa Eulalia and San Juan;
San Pedro, Santa Catalina and Plaza de las Flores.
This is the area affected by these measures.
Environmental inspection
One of the most important novelties included for final approval is the figure of the Leisure Mediator, whose role will be to mediate in the resolution of conflicts arising from acoustic pollution related to leisure and the application of the zonal plan.
Likewise, within a period of 3 months a Specific Leisure Police Corps may provide services, with the aim of intensifying the control of public order and the premises in terms of noise pollution.
This surveillance will also be reinforced by the increase in environmental inspection tasks in terms of the adaptation of existing premises to the environmental protection ordinance against noise and vibration.
Awareness campaigns and informative posters
The City Council will carry out institutional awareness and awareness campaigns on noise issues, especially in the months of September / October and March / April, each year, aimed at locals, users and residents of the area.
The Department of Urban Planning, Environment, Water and Kitchen Garden, directed by Antonio Navarro, will also be responsible for designing the posters that must be placed on the facades of the premises of the Special Acoustic Protection Zone.
Other modifications incorporated after the period of public exposure refer to the granting of new licenses for bars and discotheques in the streets that exceed the acoustic quality objectives at night.
These authorizations will be conditioned to not increase the number of street licenses.
As requested by the entrepreneurs of the sector, between the measures are introduced time slots for the terraces according to the week or weekend, summer or winter.
