Murcia is among the first Spanish cities that has a Strategy for Adaptation to Climate Change (27/06/2018)

The document, in which 31 measures are prioritized, contemplates different actions such as creating a permanent information point in the garden, increasing the freshness zones, implementing energy efficiency incentives in housing or preparing an ordinance for saving and efficient use of water .

The Councilor for Urban Planning, Environment, Water and Vegetable Garden, Antonio Navarro Corchón, presented this morning the final document of the Strategy for Adaptation to Climate Change that will be sent to the European Commission and in which 31 measures of priority have been prioritized. the 61 existing proposals, whose cost will amount to € 17.5 million.

The document places Murcia among the first Spanish cities that has this instrument, essential to face a sustainable future.

Navarro has been accompanied by the general manager of Medio Medio, Consuelo Rosauro, the president of AEMA of the Region of Murcia, Daniel Robles, and the manager of Aguas de Murcia, José Albaladejo.

Then a meeting was held with municipal officials, Aguas de Murcia, the Autonomous Community, as well as environmental associations, EEA Murcia Region and New Culture for Climate, among others.

The councilor explained that "the City of Murcia again takes the initiative and becomes the first in the region and one of the few in Spain to have a Strategy for Adaptation to Climate Change, a commitment acquired after joining in 2016 to the European Covenant of Mayors initiative for climate and energy ".

Navarro stressed that "cities face the significant impacts, both current and future, of climate change, and the path of adaptation is the process of preparing for that change.

With our work we want to inspire other Murcian municipalities and encourage them to start their Adaptation Plan, considering both their negative impacts and their potential opportunities. "

Thus, and evaluating the results of the citizen consultation, 31 measures have been selected for which an additional analysis is required both for its prioritization within the pre-established time horizons and for its implementation and monitoring.

It must be remembered that in the first quarter of 2018 an on-line consultation was carried out on the assessment of the proposed Adaptation Measures, with 137 responses.

A survey was also carried out to 400 citizens about their perception of climate change.

Among other results it was found that more than 90% of Murcia support the main lines contemplated in the Municipal Adaptation Strategy.

These 31 measures proposed as priorities (according to their effectiveness in the face of climate change, urgency, socio-economic co-benefits, environmental co-benefits and the cost of the measure) will be developed in the short term (2017-2021);

medium term (2022-2025) and long term (2025-2030).

The proposed actions are the following:

Improve the control and management of the resources and infrastructure of the garden (Short term)

Promote access to local markets for producer orchards (Short term)

Elaborate Guidelines and a Plan of Territorial Organization of the Metropolitan Area of ​​Murcia (Short term)

Raise awareness about the benefits of short food cycles and the role of the garden (Medium term)

Intensify awareness and training campaigns for water management in strategic economic sectors (Short term)

Elaborate a municipal ordinance for the saving and efficient use of water (Short term)

Implement the Municipal Plan against Energy and Water Poverty (Short term)

Implement incentives for energy efficiency in housing (Short term)

Facilitate the access of agricultural activities to services, equipment and facilities for recycling their waste (medium term)

Increase the freshness areas accessible by the population (Short term)

Study, design and implement a Territorial Action Plan for Green Infrastructure and Biodiversity (Short term)

Diagnosis of the execution opportunity of the Special Infrastructure Plan (PEI) of the northern zone to mitigate the effects of intense and torrential rains (Short term)

Implement an educational program for the Murcian society on adaptation to climate change (Short term)

Encourage the adoption of Urban Systems for Sustainable Drainage (long term)

Promote the efficient management of water and its quality in the domestic sphere (Short term)

Promote the Local Strategy of the Electric Vehicle (Short term)

Include adaptation criteria in the design of public parks and gardens (medium term)

Develop studies and pilot projects to identify solutions that mitigate the effects of heat in the city (medium term)

Introduce sustainable conditions in the public purchase bid documents (short term)

Promote the application of sustainable practices object of regulation (short term)

Implement awareness actions for resilient public management (short term)

Evaluate and experiment with SUDS to mitigate the effects of heavy rains (short term)

Create a permanent information point in the heart of the garden (short term)

Prioritize sustainable management practices of the City Hall Heritage (medium term)

Develop coordination mechanisms for adaptation to climate change in the municipality (short term)

Design and implement regulatory and infrastructural actions to improve wastewater management (medium term)

Promote the recovery of organic waste (short term)

Monitor for efficient climate action (short term)

Include sustainable mobility in urbanization processes (short term)

Develop a strategic diagnosis of the physical, urban, infrastructural and normative reality of the territory (short term)

Make a Work Mobility Plan for City Council employees (short term)

It should be remembered that throughout the past year, the Local Agency for Energy and Climate Change, ALEM, has worked on the preparation of the 2030 Municipal Strategy for Adaptation to Climate Change through a very extensive and representative participatory process.

In it, 11 meetings were held in which about a hundred representatives of the public sector, companies, experts, organizations, associations, universities and individual citizens participated, which allowed to gather their points of view and proposals for the future.

The elaboration of a Climate Change Adaptation Strategy is one of the commitments acquired by the Murcia City Council following its accession in 2016 to the European Covenant of Mayors for Climate and Energy initiative.

After the imminent approval of its Adaptation Strategy, Murcia is among the first Spanish cities to have this instrument, essential to face a sustainable future.
