The Local Police will establish a special security plan for the summer months both in the urban area, under the name '+ near, + visible', as in districts, called 'Plan rhombus'.
The Councilor for Traffic and Public Safety, Lola Sanchez, explained that "with this device we seek to provide a public security service that guarantees a safe municipality and a protected neighbor, based on the principles of prevention and proximity, offering a vision of the Police Local next to the citizen, proactive, innovative and oriented mainly to citizen security ".
The main objectives are to generate citizen security, promote preventive policies, establish channels of direct relationship with the citizen, facilitate neighborhood coexistence and adapt the police service to reality.
Thus, contacts will be maintained with the Presidents of the District Boards (in the urban area) and the Municipal Boards (in the different districts) to know their expectations and specific needs during this stage, to try to adapt these devices to such demands.
Likewise, 'points of visibility' will be established in busy places distributed throughout the city and in the districts where police officers will be on duty for short periods of time (between 20 and 30 minutes), identified with signs with the caption 'Police visible closer ', in order to meet the requirements of citizens.
These places will be, among others, the Plaza de Belluga, Plaza de la Cruz, Plaza de Cetina, Plaza de Santo Domingo, Plaza de Romea and Plaza de Europa, in the urban area and in the main squares and streets of the different districts.
Device for the urban helmet: 'Local Police of Murcia: near and visible'
The specific objectives of the device for the urban area: 'Local Police of Murcia: close and visible' are the following:
Increase the sense of citizenship of a Local Police that is closer and more visible.
Increase the sense of objective and subjective security.
Promote accessibility.
Strengthen the police presence in certain places and time slots.
20 agents will participate daily until the month of September of the Neighborhood Police Groups and Special Citizen Security Group (GESC), and the Mobile Citizen Service Office that will be located in places of special pedestrian traffic.
This device will be made every day, in the afternoon and evening, adapting it to the different service areas and days of the week, which will involve about 1,200 hours of work each month.
To adapt it to real needs, regular meetings will be held with neighborhood associations and merchants to adapt as much as possible the service, which will consist mainly of:
Greater presence on the street that guarantees a minimum response time.
Deployment of units in places and moments of great affluence of public, leisure areas and gardens, prioritizing patrol on foot.
Increase the signaling of the presence of the Citizen Service Offices (OAC).
Facilitate the location of the police at night: blue lights fixed on vehicles and reflective vests the police on foot.
Device for districts: 'Rombo security plan'
The specific objectives of the 'Rombo Security Plan' that will be established in the districts are the following:
Minimize the risks of criminal acts in their properties (robbery, damage, undue occupation, etc.) taking advantage of the important holiday exodus of our population with the arrival of the summer season.
Generate a sense of tranquility that largely avoids the concerns that may arise in home owners and commercial and industrial establishments, mainly in the districts of Murcia.
For this plan will be available to the entire Decentralization Unit with the support of the Special Citizen Security Group (GESC) The daily realization of these troops will be made as follows:
Uniformed patrols: 14 uniformed patrols of the Decentralization Unit in afternoon-night service and, specifically, a GESC Team composed of 5 agents and a command, head of the device.
Patrols not uniformed: 2 units of civilian.
These agents will use 10 police vehicles (7 cars and 3 vans), and 2 K vehicles (camouflaged).
The schedule will be afternoon and evening, adapting it to the different service areas and days of the week, intensifying it on Fridays and Saturdays, which will require about 1,300 hours of work each month.
Based on the information obtained from contacts with the Presidents of the Neighborhood Boards, with neighborhood associations and traders, the selected places will be established daily to provide this special surveillance in the districts of the municipality, carrying out three types of services. :
- Static controls, in which preferably identification of suspicious persons will be carried out, vehicle control and registration, where appropriate and background checks.
- Surveillance on foot in the assigned areas, seeking greater and better visibility of the police units in areas of influx of people: shops, gardens ... and promptly meet the requirements of neighbors.
- Mobile patrols, attending intensive tours of assigned areas, special attention to residential, commercial, industrial and school zones, identification of suspicious vehicles and people, and urgent actions in cases of activated alarms, robberies, fires or any other incident that may generate damage to residents, homes or establishments.
