According to the mayor, the General Urban Plan of Murcia includes an article stating that the Malecón gardens have a high scenic and environmental and cultural significance to justify its treatment as an area "highly protected."
He explained that Article defines this area as "Nr-Aj" and requires that this area is to develop a special plan and Monumental Landscape Protection within one year from the date of final approval of the Adaptation of the general plan Land Law of the Region of Murcia.
