The Honduran democracy is consolidated but is fragile, as a doctoral thesis (18/07/2011)

A doctoral thesis at the University of Murcia Carlos Javier Fernandez Garcia presented the democracy of Honduras in the same way that most countries in Latin America: consolidated but without becoming a democracy medium or high intensity.

These democracies delegates, however, have failed in recent decades to reverse authoritarian regimes, then, as reflected in the thesis, the majority of presidential crisis in Latin America between 1985 and 1996 have been solved primarily through constitutional means against breakage the regime.

The weaknesses of democracy in Honduras, which in 2009 suffered a legislative coup, has led the author, who obtained excellent cum laude from work, to study the apparent difficulty of official development assistance to programs strengthening democratic governance generate sustainable results in the political-electoral area of ​​that country.

The hypothesis of the research suggests that the incorporation into the management of the project cycle-empirical historical institutionalist approach helps improve the effectiveness and impact of the projects of political and electoral reforms to strengthen democratic governance.

For this, the work focuses on political and electoral reforms in Honduras during 2001-2005, with special attention to the project to support such reform by the United Nations Program for Development (UNDP).

The research study was led by professors Juan José García Escribano, University of Murcia, Ramón Romero Cantanero of the National Autonomous University of Honduras.
