Environment drives, with the approval of the social partners, one of the first ordinances of Spain on waste (14/02/2011)

Adela Martinez-Cache stresses that the Consistory was a pioneer in ensuring the management of waste generated in the construction

The Councillor for the Environment, Adela Martinez-Cache, with the president of The CROEM, Miguel del Toro, presented this morning the proposed Ordinance of Construction Waste and Demolition of the Municipality of Murcia, which will now be elevated to full and has been developed by the Department of Environment, under the leadership of Alderman, Adela Martinez-cache.

With the entry into force of Royal Decree 105/2008 which regulates the production and management of construction and demolition waste, establishes the obligations of the producer of waste, which is the availability of the documentation supporting that the waste produced have been managed at a disposal facility for treatment by licensed waste contractor, and the possibility of requiring the posting of a bond linked to the granting of planning permission to the producer of waste in an amount sufficient to ensure compliance of its obligations under this Royal Decree.

Martínez-Cacho has stated that the City urges this ordinance to bring to reality the procedure laid down in Royal Decree, and to define more detail the procedures for generating such waste.

The ordinance, moreover, encourage the principles of prevention, reuse, recycling and recovery of construction waste and demolition disenfranchised setting bail amounts for those projects that are carried out such operations.

The ordinance is presented, one of the first in the art of Spain, is the result of consensus with all county officials involved in the construction, and clearly reflects the interest and commitment from everyone, even at the present time of crisis in sector, to ensure the proper management of these wastes to prevent environmental problems that occur when management is not adequate, especially the emergence of uncontrolled dumping and unauthorized landfills.

That is why we must thank the high turnout and interest shown by the following entities to prepare the text has to be adopted:

- Real Estate Developers Association of Murcia.

- Regional Confederation of Organizations of Murcia (CROEM).

- Regional Federation of Employers of the Construction of Murcia.

- Ministry of Agriculture and Water (DG Planning, Evaluation, Environmental Control).

- Regional Federation of Transport Organizations of Murcia.

All have been active since October 2010, Murcia City Council began the process of preparing the same.

The various suggestions received and meetings held with these entities have resulted in the development of an agreed text of Ordinance presented for approval by the plenary Commission General Affairs Hon.

The Town Hall was a pioneer at the national level to ensure proper management of waste generated in the construction and demolition by delivery to the authorized manager, anticipating some of the requirements established by Royal Decree subsequently 105/2008 of 1 February, regulating the production and management of construction and demolition waste, as evidenced by the following facts:

The Council of the City Planning Department an agreement dated May 8, 1998, which was fixed a security must for the granting of licenses to developers of construction or demolition processes of inert waste generators.

The Government Commission of the City of Murcia, at its meeting held 24/10/2001 (amended by agreement, 22/05/2002) and subsequently amended by agreement of the Local Government Board January 14, 2009, adopted the Standard regulating the public price for deposit of debris in the municipal landfill of inert construction update the value of the guarantees set.
