The Department of Environment and Urban Quality Ordinance making improvements to the Protection of the Atmosphere (07/12/2010)

The councilors and have met with representatives of the College of Industrial Engineers and FREMM to discuss the new changes

The Department of Environment and Urban Quality improvements have been made in the Ordinance for the Protection of the Atmosphere.

Therefore, the councilman, Adela Martinez-Cache and municipal officers have met with representatives of the College of Industrial Engineers and the Regional Federation of Employers of the Metal de Murcia (FREMM) in order to analyze these changes and ensure that this new ordinance is the result of consensus.

These two institutions were those that proposed these changes have already been reviewed by the municipal officers and included in the draft ordinance.

Thus, in addition to including new aspects of existing arrangements as the Technical Code for Building and Regional Law 4 / 2009 Integrated Environmental Protection, has introduced the distinction between residential and commercial premises as to the evacuation of combustion gases .

Of all the articles of the new ordinance, the main changes are related to the height of the chimneys and space cooling and housing.

Thus, the mouths of the outputs from the chimneys of the combustion products of domestic installations, be placed on the roof of the building and meet the following specifications:

- Must be at least 3 meters apart from any ventilation inlet component (filler port, inlet port, exterior door and window), shunt and spaces where people may be on a regular basis, such as terraces, galleries, balconies , balconies ...

In the case of outbreaks of burning shops, the chimney must meet the following specifications:

1) The outside vent is exclusively via the top of the buildings themselves (terraces, ridges, etc), using sealed ducts and independent.

In his installation, special attention should be sought in its final location, so as to avoid or minimize its visibility from public streets, so that the visual impact that might occur is minimized to the greatest extent possible.

On the other hand, when installing it on a path required by the facade of buildings, will be due to their outward appearance is perfectly harmonized with all the same.

2) The mouths of the outputs of chimneys located at a distance of 15 meters, meeting the following requirements:

- Overcoming least 1 meter from the height of any obstacle (building roof or ridge, shunt ventilation tower, living quarters for storage rooms, etc).

- Surpassing at least 2 feet from the top of any ventilation shaft outside (window, balcony, balconies, gateway, etc).

- Exceeding in at least 3 meters of floor areas for habitation and common step (terraces, galleries, drying area, etc).

Also another new feature has been included in the ordinance, relating to the refurbishment of premises and homes.

Thus, air conditioning and forced ventilation and housing activities should be designed so as to avoid harmful effects on the quality of the environment and community spaces, to be justified in facilities projects.

Therefore its design should incorporate many technical inputs are accurate (soundproofing systems, reducing flow, filtration systems, etc.) So that in any case, compliance with:

a) The ordinance to protect the environment from the noise and vibration and other regulations that apply to them.

b) The elimination of smoke and odors generated in certain activities could be held during operation at its output abroad.

c) The exit velocity and temperature outside the rarefied hot air caused by these facilities will be those that minimize the inconvenience to users and neighbors, for what will be needed to correct maintenance of the facility.

Thus, the starting point of the air should've taken a meter from any input element outside ventilation (mouth intake, intake opening, exterior door and window) and outside spaces where people may be on a regular basis such as terraces, galleries, balconies, porches, etc..

located on the same facade or facades adjacent measured in the vertical and horizontal plane and 2 meters in front facade and angled.

If the exhaust is placed on facades, the minimum height above the sidewalk is 2.2 m and provided with a sloping grid to guide the air up between 0 and 45 degrees.
