The City of Murcia, on the initiative of the Socialist Group, will require the railway operator and the concessionaires of urban transport to enable space for bikes without charging the user for it and, at the same time, will demand the State to give aid to the purchase of electric bicycles
The proposal presented by the PSOE in the Plenary Session of the City of Murcia to promote intermodality and encourage the use of bicycles as a sustainable and effective means of transport will be covered and will reach other public and private administrations that should be involved in meeting a need increasingly latent.
In the motion, defended by the socialist councilor Enrique Ayuso, suggests that such intermodality between different means of transport is more than feasible because the bicycle, because of its small volume and weight, is capable of being transported by other vehicles such as buses and trains without big problems.
In this sense, it was agreed that the Consistory negotiate with the concessionary companies of the public transport of buses that operate in the municipality -Latbus and Transportes de Murcia- so that they place outdoor bicycle racks in the coaches.
In addition, the regional government and the central government will be urged so that the public company RENFE takes into account, when it comes to acquiring along the 2018 the new rolling stock of commuter and medium distance, the need to enable sufficient spaces in the wagons reserved for the transport of bicycles and that, in addition, eliminate any supplement for the transport of bicycles on medium-distance trains.
The Government of Spain will also be urged to include the decree of the Ministry of Economy, Industry and Competitiveness on the Movea Plan, corresponding to 2018, to the electric bicycle so that the purchase of this type of vehicle is also subsidized and that the delivery of conventional and electric bicycles are subject to the reduced rate of VAT of 10%, although for this it is necessary to ask the European Union to modify the rule relative to the common system of VAT.
In addition, it is proposed to analyze and evaluate the possibility of considering as exempt income in kind the aid that companies allocate to the acquisition and / or use of bicycles by their employees.
Finally, the motion argues that the Government team of the City of Murcia approve the provision of sufficient funds for the construction of new bike lanes connected between them, especially in the most inhabited areas of the municipality, once this forecast has been agreed with the Observatory of the Bicycle, including in the contract specifications that these lanes are separated from motorized traffic to ensure the safety of cyclists.
