The Murcian point to climate change as the second most important problem facing the world (21/03/2018)

More than 75% of the population claims to have adopted some individual measure in the last six months to deal with, above all, the separation of waste, the lower consumption of disposable items and the use of alternative means of travel to the car.

The measures most valued by neighbors to combat the effects of climate change are the incentives to promote energy efficiency in housing, update the regulation of sewage discharges and the preparation of an ordinance for saving and efficient use of water.

Antonio Navarro has described 'very positively the high degree of awareness and involvement shown by the population of Murcia'.

29% of Murcians place climate change as the second most important problem facing the world, only behind poverty, hunger and lack of drinking water, which is signaled by 38%.

This is clear from the results of the first study of citizen perception on climate change made in Murcia, which was presented this morning by the Councilor for Town Planning, Environment, Water and Garden of the City Council, Antonio Navarro, together with the results of the consultation online made in the last month.

According to this study, carried out on 400 people, Murcia has a level of concern and awareness on this area superior to the rest of Spain and the one registered in the European Union.

Thus, 82.6% of the population of the municipality is 'worried' about climate change, with impotence (51.6%) and outrage (44.6%) being the two most provoking feelings.

In the opinion of 94% of the interviewees, human activity is the main cause, which may be related to the perception that individual actions and the relinquishment of certain comforts are considered necessary to effectively fight against their consequences.

The report also indicates that 73.1% of the respondents already feel its effects, and considers the European Union (41.8%) as the main responsible in the fight against climate change, following the national governments (39.1% ), companies (33.9%) and regional and local governments (18.3%).

Certainty, concern and awareness

The 'certainty, concern and awareness are the keys of Murcia society before climate change', explained Antonio Navarro, because 'to the certainty about the existence of climate change is added the conviction that human activity is the main cause of it , and that is the whole of society, led by European policies, who has the responsibility to promote actions.

The Councilor for Urban Planning, Environment, Water and Garden considers relevant that 75% of the respondents claim to have carried out some measure to combat climate change in the last 6 months, a value that is above that registered in Spain ( 62%) and in the EU (49%).

In this regard, highlight the separation of waste to recycle (71.62%), the reduction of consumption of disposable items (70.37%) or the use of ecological alternatives to the use of private cars (65.23%), as the main measures adopted by the population with the objective of combating climate change.

Even so, 84.89% of respondents acknowledge that they could improve their personal contribution in the fight against climate change.

Municipal Strategy for Adaptation to Climate Change

At the municipal level, more than 90% of Murcia support the broad lines contemplated in the Municipal Strategy for Adaptation to Climate Change being developed by the City of Murcia through ALEM, the Local Agency for Energy and Climate Change.

Regarding the measures contemplated in that plan, the study highlights the support of 96.3% of respondents to promote renewable energy, including solar energy;

the commitment of 95.8% for self-consumption and 95.5% for promoting water recovery and reuse systems in homes and 93.3% for increasing the energy efficiency of buildings.

Online consultation

In parallel, the Department of Urban Planning, Environment, Water and Garden has made a consultation through the Internet for a month to know what are the measures of adaptation to climate change that Murcia value as more effective and more urgent to implement in the town.

The initiative has counted with the participation of 137 citizens, who were more concerned about the consequences that have to do with water and health.

According to this consultation, the five most valued measures would be:

- Incentives to promote energy efficiency in housing

- Update the regulation of sewage discharges

- Elaboration of a municipal ordinance for the saving and efficient use of water

- Work on new Resilient Parks and Gardens designs for Climate Change

- Encourage the adoption of solutions through elements of shade in playgrounds

The consultations on the adaptation measures have been carried out in four blocks, aligned in turn with the four strategic objectives of the Municipal Strategy for Adaptation to Climate Change 2030.

Regarding 'resilient governance', the most urgent measures considered are: updating the regulation of discharges to sewerage;

to elaborate an ordinance for the saving and efficient use of water and to revise the ordinance of building and land use.

Objective 2, 'Preparing society for climate change', determines as more effective and urgent actions the incentives to promote energy efficiency in housing, to carry out an out-of-school education program on climate change and to launch awareness campaigns on the integral water cycle.

The most urgent measures in the field of 'pilot projects at municipal level' are to advance in new designs of parks and gardens resilient to climate change;

encourage the adoption of solutions through elements of shadowing in playgrounds;

and implement the Murcia East WWTP tertiary treatment in order to expand the authorized uses of treated wastewater for irrigation.

Finally, the fourth objective, 'Conservation of biodiversity', details as more effective and urgent actions the implementation of a public service access to municipal crushers of prunings and straw to prevent burning;

increase the number of bodies of water in mountains;

and to elaborate a Plan of Mobility of the Kitchen garden.

Strategic planning until 2030

The result of this consultation will help ALEM to face the last phase of the project, the prioritization of adaptation measures based on a multicriteria qualitative analysis, which in addition to incorporating the economic cost, will include other variables related to social, environmental and cultural benefits. , among others, of the proposed measures.

This prioritization is essential when structuring strategic planning until 2030.

The councilman Antonio Navarro has described 'very positively the high degree of awareness and involvement shown by the population of Murcia in the face of climate change' and stressed that 'this study of perception will allow us to identify in which aspects we should improve and put more effort to continue working in the fight against climate change.

In this sense, Navarro has advanced the intention of 'propitiating mechanisms that facilitate knowledge to 16.5% of the population that wants to contribute more and do not know how, and give tools to 51% who feels powerless before the effects of climate change.

This shows that there is a need for much training and dissemination of knowledge in society ".
