The City of Murcia continues to take the necessary steps to include new social and environmental clauses in the contracts it celebrates.

Some of these criteria will be mandatory in all procedures, while others will depend on their amount and duration.

The environmental clause has to do with the minimum environmental requirement to be applied in adjudications to avoid or minimize the negative environmental impacts that may result from the object of the contract, as well as the additional actions that the tenderer has offered for this purpose.

According to the Instruction initially approved, the municipal service that promotes the file must propose at least one clause of each scope, unless it justifies the improbency of its inclusion sufficiently.

According to these instructions, in companies that have more than 50 workers, at least 2% of their total workforce must be disabled.

Likewise, those with more than 250 employees must have an Equality Plan in place.

Finally, those that occupy at least 250 people, as well as those that, without fulfilling this requirement, have a turnover exceeding 50 million euros and, at the same time, a balance sheet total exceeding 43 million euros , Must comply with the minimum requirements and criteria established in the field of energy audits, accreditation of service providers and auditors / en energy and promotion of energy supply efficiency.

In equal terms, the order of priority for awards will first consider the aspects addressed to certain groups and, secondly, those that take into account the status of the bidder's company or entity.

As for the former, it values ​​aspects such as the percentage of workers with functional diversity and compliance with measures to promote effective equality between women and men in the labor market.

Regarding the characteristics of the tenderer, consideration will be given to aspects such as the consideration of an insertion company, a non-profit entity, recognized as a fair trade organization or having a carbon footprint calculated.

Final approval

Once the deadline for submissions and proposals has been fulfilled, it will be subject to final approval in which the issues that have been resolved will be resolved, being transferred to all municipal services and councils.

The Instruction will come into force thereafter and will be updated based on legislative changes that occur, as well as the incorporation of new clauses or improvements to existing ones.

The accreditation of the fulfillment of these clauses will be made through responsible declarations that will be presented by the bidding person or company, without prejudice to the possibility of verifying their effective compliance at any time.
