The Malecon Protection Plan lays the foundation for its monumental and scenic recovery (05/04/2017)

The Councilor for Town Planning, Environment and Huerta, Antonio Navarro, has held a meeting this afternoon with representatives of professional associations, associations and municipal boards, thus continuing the process of participation of the Special Plan, which is currently in the exhibition phase Public.

The process of participation in the handling of the special plan for Landscape and Monumental Protection of the Malecón has taken a new step today with the meeting convened by the Councilor for Urbanism, Environment and Huerta, Antonio Navarro, to which groups have been invited Politicians, professional associations, groups and associations and municipal boards.

The objective of the session was to inform the content of the document that at the moment is in public exhibition and, therefore, is susceptible to receive suggestions and allegations.

The aim is to make citizens aware of the conditions in which this environment is managed, with a view to ensuring greater environmental and landscape protection on the Malecon, explaining the project in detail.

It is not the first public event to be held in connection with the processing of this program of action.

Last May, another similar one was celebrated, coinciding with the public exposition of the advance of the plan.

Now, after its initial approval by the Governing Board, Navarro has convened this new meeting open to citizens to ensure information and participation in the process.

In the last year, sectoral reports have been included, among which are those of the Hydrographic Confederation and the General Directorate of Cultural Property, and 22 proposals and suggestions from associations, professional associations and citizens.

Identity significance

Among the basic objectives of this plan are the protection of the elements of the Malecon, the enhancement of its communication with the river, both pedestrian and cycle, and the establishment of aesthetic and environmental conditions in the current and future buildings.

The councilman recalled that "the Paseo del Malecón is one of the enclaves that from an environmental, landscape and monumental point of view occupies a priority place in the city and has a profound identity significance for all Murcia", which is why It is essential to guarantee its protection, observing the safeguard of the agricultural environment that surrounds it and proposing measures for the custody of the walk and the communication with the channel of the Segura, as much pedestrian as cyclable and visual.

The project establishes aesthetic conditions for the buildings, the plantation of new woodland, construction of cycle lane, retranqueo in the fencing of some equipment that is around, as well as the transition of the walk to the river.

The scope of intervention affects an area of 199,395 m2, of which more than half -52.17% - are reserved for agricultural use.

The remaining land is classified as residential vegetable gardens -16.99% -, road -12.36% -, equipment -8.82% -, public green areas -6.96% - and traditional housing -1.45% -.

Parallel bike track

The crossing of road traffic is suppressed on the sidewalk at the level of the Four Stones Lane, in such a way that it allows the monument to regain its formal and functional integrity, while the bike lane is projected parallel to the east side walk , Running along the 5-meter road, so the use of El Malecón is exclusively pedestrianized.

Another fundamental element for the recovery of the landscape will be the various adaptation plans to replace existing native plant species by indigenous people.

Both the eucalyptus and the existing singular trees will be protected, just like the irrigation ditches, on which measures will be taken to recover their original channel in a specific document.

Finally, the special plan raises the need to define a system for the management and operation of Community gardens.

Also, the special plan includes the establishment of aesthetic conditions for the integration of the new constructions, while the existing ones are adapted.

All buildings must be subject to these conditions of adaptation, while it will be mandatory to maintain the cultivation of plots.
