City Council and NGOs approve a plan to combat energy poverty among the most vulnerable families (05/04/2017)

Once the participatory process has been completed, the project has today been approved by the Social Inclusion Network of the City Council and for its entry into force, only its approval by the Plenary is lacking.

It reaches out to the supplying companies operating in the municipality to set up a fund to finance some actions. It provides for emergency intervention through a system of aid, intervening in homes with a threat of supply cuts, with energy poverty or with deficiencies that Affect electricity consumption.

The Plan against Poverty Energy and Water of the municipality has today received the approval of the Social Inclusion Network of the City Council, which include the entities involved in the fight against poverty and social exclusion.

The meeting, chaired by the Councilor for Social Rights, Conchita Ruiz, has given the green light to the document, which should now be approved by the Plenary of the Corporation.

It is a road map that seeks to effectively address the fight against energy poverty while protecting the most vulnerable families.

Once the plan was drafted by the network's working group - made up of Cruz Roja, Cepaim, Cáritas, Regional Administration and social workers of the City Council - during the month of March the political groups, energy supply companies, NGOs and Social services have submitted claims that have been incorporated.

As a result of this process, Murcia has an unprecedented action program, since it has not been based on models from other cities.

The "roadmap" combines preventive measures with other corrective measures to provide a comprehensive response to the 7,000 families living in the municipality with high or very high risk of suffering from energy poverty and almost 11,000 families with medium risk.

Councilwoman Conchita Ruiz says that "the plan establishes 43 concrete and defined actions that will allow us to protect the families that most need our help."

Thus, corrective measures, 17 are aimed at dealing with emergency situations through a system of aid, intervening in homes with a threat of power outage, energy poverty or deficiencies that affect the consumption of electricity.

Registration of vulnerable consumers

Among these measures is the establishment of a registry of vulnerable consumers and severe vulnerable consumers, complemented by the implementation of an agile system of communication with suppliers to accredit situations of social exclusion and to assess the need to paralyze the suspension Of the supply, depending on the particular situation of the families served.

In addition, municipal emergency social assistance will be prioritized to avoid interruption of supply when affected minors, dependents, people with disabilities or chronic sufferers who require energy supplies for their health care, and will establish collaboration agreements with suppliers to paralyze Cuts to vulnerable customers.

The intervention with households with energy poverty envisages promoting a system of subsidies for small domestic adaptations linked to energy saving: faucets with less flow, led bulbs, removal of bathtubs, insulation in windows, etc., and provide an energy saving kit .

Solar energy in municipal housing
