The PSOE asks for optimal temperatures in public schools to avoid nervousness and inactivity between students and staff (27/03/2017)

The Socialist Municipal Group demands in a motion that it submits to the March plenary session that the City Council urges the Ministry of Education and Universities to condition all educational centers, supported with public funds, the necessary means to ensure optimum temperatures.

In this regard, Councilor Susana Hernández states that the risk of thermal stress "has been denounced on numerous occasions, so we know that there are schools that are in breach of the regulations concerning minimum safety and health in workplaces that Should be remedied as soon as possible ".

In addition, he recalled that there are several studies, which conclude that "the ambient temperature directly affects the performance in both students and teaching workers, being incompatible with a public quality system," adding that "temperatures below 17 and above 27 degrees translate into restlessness, nervousness due to cold and drowsiness and inactivity when it affects the heat, so that we are facing a problem that limits the correct learning and the proper development of work.

"It is curious that when the heat arrives, all the work centers turn on the air conditioning, but the public schools can not and that the municipal boards and the associations of Fathers and Mothers are being charged to pay for the refrigeration systems, without Is their obligation, but they understand that it is essential for a correct development of the teaching, "says Hernández.

In addition, he points out that "it is also paradoxical that when the investment has been made it can not be started by an obsolete electrical system or because they do not have enough power."

According to the motion, the public administrations within the scope of their powers have the obligation to take the necessary measures to ensure the minimum conditions of safety and health in the workplace, in that sense the Spanish State signed on July 26, 1985 The ILO Convention on the Safety and Health of Workers.

In that sense, Royal Decree 486/1997, of 14 April, which establishes the minimum safety and health provisions in the work place, regulates that the optimal temperatures in the work centers that fix the temperature in the premises Where sedentary work is performed will be between 17 and 27 degrees.

For all this, the councilor claims that the Plenary of the City of Murcia urge the Ministry of Education and University to make a map of temperatures of schools and to condition all public schools the necessary means to ensure optimal temperatures.
