The Malecon will have pedestrian and cyclable access to the river and urban orchards for agricultural use along the walk (17/02/2017)

The Government Board has approved the initial approval of the Special Plan for Landscape and Monumental Protection, following the process of participation to which the advance has been submitted.

The proposed urban planning covers an area of ​​almost 200,000 m2, of which 52.1% is reserved for agricultural use.

Antonio Navarro: 'It constitutes an emblematic space in the transition from the city to the orchard and the special plan safeguards an absolute respect to the agricultural and landscape conditions'.

The Paseo del Malecón is one of the enclaves that, from an environmental, landscape and monumental point of view, occupies a priority place in the city and has a profound identity significance for all Murcia.

Hence, the Department of Urbanism, Environment and Huerta, directed by Antonio Navarro, has been involved in the drafting of a Special Plan for Landscape and Monumental Protection, which this morning has been the subject of initial approval by the Governing Board .

This step comes after the end of the participation process that has lasted for the last year, since in February 2016 the green light was given to the progress of the document and was published in March, undergoing public exposure.

In that process, sectoral reports were recorded, among which the Hydrographic Confederation and the General Directorate of Cultural Assets stand out, and 22 proposals and suggestions from associations, professional associations and citizens.

The fundamental objective of the plan is to guarantee the landscape and environmental protection of the area delimited by the General Plan of Urban Planning, also observing the safeguard of the agricultural environment that surrounds him and proposing measures for the custody of the walk and the communication with the channel of the Segura, Both pedestrian and cyclical and visual.

Thus, it establishes aesthetic conditions for the buildings, the plantation of new woodland, construction of cycle lane, retranqueo in the fencing of some equipment that is around, as well as the transition of the walk to the river.

The most protectionist alternative

The document approved today opts for the more protectionist alternative than those presented in the advance last year.

In addition, it introduces some more in-depth modifications in this regard, especially with the sectoral report proposals.

Thus, the CHS report foresees to ban all buildings in the Rio police area (100 meters), leaving out of order the existing ones.

For its part, the General Directorate of Cultural Property points out the need to prohibit construction on plots with a façade on the Malecón.

The Councilor for Town Planning, Environment and Huerta, Antonio Navarro, stressed in the presentation of the plan that 'the Malecon is an emblematic space in the transition from the city to the garden and, as such, our commitment is to guarantee absolute respect for Their agricultural and landscape conditions'.

In fact, the scope of intervention affects an area of ​​199,395 m2, of which more than half -52.17% - are reserved for agricultural use.

The remaining land is classified as residential vegetable gardens -16.99% -, road -12.36% -, equipment -8.82% -, public green areas -6.96% - and traditional housing -1.45% -.

Following the exposure to information and public participation, and taking into consideration environmental aspects, sectoral reports and suggestions, the urban planning proposal includes, among the most significant measures, the following:

Paseo del Malecon

The monumental and scenic recovery of the Paseo de El Malecón refers to all the elements that make it up, walk, walls, walls and slopes.

It is proposed to rebuild the slope of the east side in the interrupted zone (nurseries), allowing the planting of trees intercalating native shrubs that does not damage its foundation and provide shade.

Concrete works of adaptation of materials, finishes, furniture, signage, etc.

(Historical and constructive reviews, planimetry and photographs from different eras) will be the object of your specific project, because it affects a Cultural Interest with monument category.

The crossing of road traffic is suppressed on the walk at the height of the Four Stones Lane, in such a way that it allows the monument to regain its formal and functional integrity, resolving the point of discontinuity and conflict that exists today.

The bike lane is projected parallel to the ride on the east side, running along the 5-meter road, which is why the use of El Malecón is exclusively pedestrianized.

Landscape recovery

The plan proposes to recover the visuals both from the walk (high point on the garden), and towards the same.

At the same time, the proposed urban classification, for agricultural use and community garden, allows to recover the agricultural landscape in the surroundings of El Malecón and continue to the river Segura.

In this way, both are left, connected and communicated visually and functionally, which facilitates a better understanding of the monument and origin, favoring a future implementation of recreational and sports activities in the Segura channel.

Another fundamental element for the recovery of the landscape will be the various adaptation plans to replace existing native plant species by indigenous people.

All buildings must be subject to these conditions of adaptation, while it will be mandatory to maintain the cultivation of plots.

Both the eucalyptus and the existing singular trees will be protected, just like the irrigation ditches, on which measures will be taken to recover their original channel in a specific document.

Finally, the special plan raises the need to define a system for the management and operation of Community gardens.

Intervention on Distortive Elements

Among the measures is the elimination of traffic crossing on El Malecón in the Cuatro Piedras, as well as the environmental adjustment of the school AYS (wooded in the plot and reduction of the level of lighting and height of luminarias) and retranqueo and adequacy of fencing .

The nurseries will be dedicated to agricultural use related to the orchard and will adapt their facilities and equipment for a pedagogical function.

Dissonant buildings, aerial facilities and advertising will disappear from this environment.

Environmental conditions to the building

The special plan also includes the establishment of aesthetic conditions for the integration of new constructions, at the same time that the existing ones are adapted.

It is about regulating materials and finishes without limiting options for contemporary interventions, but avoiding distortions and tensions and allowing the buildings to be adapted and integrated into the landscape environment.

Balusters and typologically inadequate elements or materials are prohibited.

Lastly, in line with the special relevance of landscape fencing and fencing, the plan provides for its regulation as protection standards.
