Technical Area Office Decentralization, in collaboration with the Department of Public Works, has processed 100% of the proposals approved by the plenary of neighborhoods and districts.

Technical Area Office Decentralization (OTAD), in collaboration with the Department of Public Works, directed by Jose Guillen and Roque Ortiz, respectively, has handled 39 requests for action approved by the Municipal Boards of neighborhoods and districts throughout the first half of the year.
Of these, more than half are at the moment in hiring or made and the remaining 19 have been drafted projects that will now be sent to recruitment, so they have been processed 100% of the proposals approved by the plenary of neighborhoods and districts.
These data are part of the document exposed by Guillen this morning at the Board of Spokesmen, in which information is also collected about 175 requests made for study, of which 159 have already been studied by the municipal officers, only 62 are viable and are under development, 25 more await report by the municipal services and the remaining 9 are pending valuation.
The Department of Modernization, Urban Quality and Participation has introduced in recent months new management systems designed with the objective to "increase public expenditure control, efficiency of investment and the participation of municipal boards," said Guillen, who also highlighted the work carried out from the area of ​​decentralization to "ensure greater transparency in contracts and better management of budgets".
The procedure followed by the records promoted by the municipal boards differ depending on the intended budget.
Thus, for spending or investments in excess of 3,000 €, presidents sent to the Technical Office of the Department of Decentralization application for economic valuation of the work or investment, so that, in view of its size, decide whether or not to follow with the same.
If you continue, the OTAD previous report from the competent municipal services is responsible for the drafting of the standard memory or project.
If these are favorable, the OTAD generates technical documentation and submits it for inclusion in the agenda of the plenary of the meeting.
Once authorized spending, the recruitment procedure is initiated directly by the board, whether it is spending between 3,000 and 9,000 €, by the Department of Decentralization, spending between 9,000 and 30,000 €, or the Service Contract for exceeding € 30,000 expenses.
